Nearly 50% of total projects completed by JKIDFC were languishing for over 10 years

Finally, people will start reaping benefits: Lt Governor

JAMMU, May 8: Nearly 50% of the total projects which have been completed by the Jammu and Kashmir Infrastructure Development Finance Corporation Limited (JKIDFC) by spending crores of rupees were languishing for the period ranging between 5 years and 20 years for want of resources.
With this development, people will finally start reaping the benefits of such projects which were planned for execution several years back, said Lieutenant Governor of the Union Territory Manoj Sinha.
According to the report of the Government about completion of 1100 projects by spending Rs 1555.6 crore, the copy of which is available with EXCELSIOR, 4 projects were languishing for more than 20 years, 16 projects for more than 15 years, 91 projects for 10 years, 228 projects for more than 10 years and 267 up to five years.
While the first milestone of completing 200 projects was achieved in February 2020, the JKIDFC reached the next milestone of 500 projects in the subsequent month of March. Similarly, next 600 projects were completed in July followed by a batch of 800 projects in January 2021.
The maximum projects have been completed in Jammu district (186) followed by Rajouri (104), Anantnag (78), Budgam (72) and Poonch (60). As far as other districts of the Union Territory are concerned, 31 languishing projects have been completed in Bandipora, 62 in Budgam, 32 in Doda, 19 in Ganderbal, 46 in Kathua, 9 in Kishtwar, 51 in Kulgam, 40 in Kupwara, 51 in Pulwama, 14 in Ramban, 46 in Reasi, 39 in Samba, 23 in Shopian, 44 in Srinagar and 41 in Udhampur.
Of the 1100 completed projects, maximum 391 pertain to Public Works Department followed by 248 of Jal Shakti Department, 123 of Youth Services and Sports, 69 of Power Development Department and 59 of School Education Department.
As far as other departments are concerned, 7 completed project pertain to Agriculture Department, 28 Animal and Sheep Husbandry, one of Estates Department, 44 of Health and Medical Education, 17 of Higher Education, 2 of Home Department, one of Horticulture, 35 of Housing and Urban Development Department, 29 of Industries and Commerce Department, 31 of Irrigation and Flood Control Department, three of Revenue Department, 10 of Skill Development Department and 2 of Tourism Department.
As per the index, 28 projects have been completed in agriculture and allied sector, 135 in bridge sector, 28 in building sector, 35 in drainage sector, 92 in education sector, 7 in e-services, 44 in health sector, 19 in industrial sector, 31 in irrigation sector, 69 projects are of power supply, 246 are in road sector, 123 in sports sector and 239 in water supply sector.
Commenting on the completion of 1100 projects funded by JKIDFC, the Lieutenant Governor Manoj Sinha said, “finally, people will start reaping the benefits of these projects which were planned long time back but could not be completed for want of resources”.
Some of the mega languishing infrastructure development projects successfully completed in Financial Year 2020-21 are Comprehensive Sewerage Scheme Jammu (Rs 35.95 crore), construction of 50 MVA, 132/33 Grid Station, Navbugh Chadoora Budgam (18.72 crore), construction of Rural Health Research Centre Khag (Rs 17.14 crore), 10 MGD Water Supply Scheme Sukhnag Srinagar (Rs 10 crore) and Unani Medical Ganderbal (Rs 9 crore), the Lieutenant Governor said.
The Chief Secretary BVR Subrahmanyam has given credit for this milestone to the departments concerned and to the District Development Commissioners who worked relentlessly to complete the long pending projects and bring to fruit an idea conceived, conceptualized and implemented by the JKIDFC.
The JKIDFC has been transforming systems and promoting unprecedented levels of transparency by institutionalizing J&K Infrastructure Monitoring System (JKIMS), an online project management, monitoring, information and payment system of all infrastructure projects being funded through the Corporation.
The system enables real time monitoring features like geo-tagging, project completion certificate, image uploading facility of finished projects, dashboard for monitoring of progress by Lieutenant Governor, Chief Secretary, Administrative Secretaries and Deputy Commissioners thereby adding to transparency and accountability.
