Admn issues directives for optimum usage of oxygen supply across hospitals

Directs heads of CDHs to establish 24×7 Control Room

Srinagar, May 16: In order to ensure optimum usage of the oxygen supply in the COVID Dedicated Hospitals (CDHs) across Kashmir and to prevent the wastage of the same, the Divisional Administration has ordered a slew of measures in the direction and has directed the concerned to maintain 3 hourly record of oxygen flow rate along with other vital details of the patients currently being managed at various hospitals.
The Divisional Administration, Kashmir has said that in the interest of patient care, optimum utilization and prevention of wastage of O2, all the COVID Dedicated Hospital in Kashmir Valley shall maintain the 3 hourly record of patient vitals, particularly SPO2 and Oxygen flow rate (LMP) being provided to the patient…shift wise, on daily basis.
It has also directed that the format shall be filled on 3 hourly joint rounds and shall be signed both by the duty nurse and the doctor on duty during each shift.
The measures have been taken after the wastage and the optimal usage of the oxygen supply was put flagged as a concern by the experts to the Divisional Administration.
Following that, a meeting of the experts was called in by the Divisional Commissioner wherein he stressed that the committee, which was formed, shall ensure that the LPM delivery setting changes are carried with the precautions and staff is trained for the same.
The experts in the meeting had stated that the oxygen was sufficiently available as per the requirement; however, they had said that there was a “huge wastage” that needed to be addressed on a priority
Further in this connection, as per the directives issued, the Heads of all COVID Dedicated Hospitals (CDHs) have been asked to establish a facility Control Room (24*7) where at least two Junior Residents/ duty Officers per shift shall be available round the clock with the information of all the admitted patients.
The Control Room established, the Divisional Administration said, shall be provided with dedicated telephone lines having at least (01) incoming for complaints and their redressal from admitted patients and (02) outgoing lines for calling each admitted COVID patient once in each shift and shall maintain details such as the name of the patient, mobile number, time of call, complaint (if any) regarding the visit of nurse, visit of doctor, availability of medicines, diet, water O2 or anything else.
Also, the control room, as per the directives will maintain details on action taken on the complaint including follow up. The control room has been asked to shall maintain 2 separate registers, one each for outgoing and incoming calls and make a proper log of calls and their details which they have been asked to be put up to the MS in the morning by the Duty Doctor.
The directives issued stated that the numbers for an incoming class shall be prominently pasted inside each indoor wards so that the patients/ attendants can call immediately the control room for redressal by the duty officer concerned.
