RDD’s proposal of regularizing 172 CIC operators gathering dust at GAD

SRINAGAR, May 23: With the Rural Development Department (RDD) submitting a proposal regarding the regularization of the CIC operators who are working with the Department since 2004 on a contractual basis, the proposal is stuck with the General Administration Department (GAD) for last over two months now.
The officials told Excelsior that the file which was submitted to the GAD, to be sent to the Chief Secretary, and later to the LG for the final approval, has not moved at all for the last more than 65 days.
It has been learned that the file at the GAD is not being moved for reasons that are mere ‘excuses’. As per the details, the file was moved by the RDD in March this year and since then, there has not been a single development with regard to the file.
The file is regarding the regularization of over 170 CIC Operators who are working in the Rural Development Department across J&K which was moved on 16.03.2021 by the Secretary Rural Development Department to GAD for approval of the final proposal to issue formal orders in favour of 172 CIC operators but to no avail.
It is to be noted here that these workers have been for long now seeking the regularization of their services, which had finally prompted the concerned department to submit the proposal about the same.
CIC workers were appointed on a merit basis through proper recruitment procedure by District Level Committees constituted by the Government of J&K headed by Deputy Commissioners of concerned Districts in the year 2004 and include workers with MCAs, M Techs and MScs.
Notably, these workers are handling the online work web portals of the Ministry of Rural Development & Panchayati Raj viz e-Gram Swaraj, Swachh Bharat Mission, PMAY, Peoples Plan Campaign (Sabki Yojna Sabka Vikas), GPDP, Mission Antyodaya, PFMS and other eGovernance related activities.
Interestingly, T G Venkatesh, MP, Rajya Sabha and Chairman Parliamentary Standing Committee on Tourism, Transport and Culture after his visit to Srinagar from January 21-23, 2021 also wrote to LG Manoj Sinha on February 15 asking him to sort out the matter of regularizing the CIC operators.
“I write this letter to bring to your kind notice that during the visit of the Committee to Srinagar from 21st to 23rd January 2021, a Group of CIC Operators working in the Rural Development Department met the Committee and requested us to take up the issue of their regularization which is long pending with the administration… I seek your personal indulgence in the matter to sort out this issue” read the letter written to the LG.
Also, in the year 2017, the Empowered Committee of J&K Government vide its 58th Meeting on 22.03.2017 and 60th Meeting on 12-10-2017 headed by the Principal Secretary, Finance Department J&K cleared the case of CIC operators for regularization under Special Provision Act 2010.
The recommendations were communicated to the Department of RD & PR by the Finance Department J&K for issuing regularization orders as Data Entry Operators. The file even got consent from the Law, Justice and Parliamentary Affairs Department J&K and also from the Advocate General of J&K for regularization of 172 CIC Operators.
President, CIC Operators of J&K, Noor-ul-Nayeem Sidiqi told Excelsior that they are suffering due to the delay that the file is subjected to by the GAD. “We seek the attention of the LG and other officials concerned about the matter,” he said.
