JAMMU, June 21: To ensure that persons with doubtful credentials don’t enter into the Government services, the administration of Union Territory has carried out amendments in the Jammu and Kashmir Civil Services (Verification of Character and Antecedents) Instructions, 1997 and issued comprehensive document to be strictly followed at every level.
Now, the appointment orders to the selected candidates will be issued only after complete verification of character and antecedents by the Criminal Investigation Department (CID) that too within a period of two months only.
EXCELSIOR had exclusively reported in its edition dated June 19, 2021 that Chief Secretary Dr Arun Kumar Mehta has directed that character and antecedents verification of all fresh appointees should be undertaken prior to their appointment and their appointment orders should be issued only after their antecedents are verified by the concerned agencies.
It was also mentioned in the report that Chief Secretary has directed the General Administration Department to submit a proposal for uniform application across the Union Territory of Jammu and Kashmir.
In compliance to the directions of the Chief Secretary, the General Administration Department has carried out amendment in the Jammu and Kashmir Civil Services (Verification of Character and Antecedents) Instructions, 1997 and issued a comprehensive document to be strictly followed at every level.
Earlier, in Instruction No.2 it was mentioned that the appointing authority is supposed to issue conditional appointment orders to the selected candidates after receipt of an attestation form accompanied by an undertaking on a sworn affidavit, clearly mentioning therein that the salary of the selected candidates shall be drawn/disbursed only after receipt of satisfactory character and antecedents verification report. In case of receipt of an adverse report and on confirmation thereof the appointment shall automatically stand cancelled without any notice.
As per the amended Instruction No.2, the appointing authorities, on the receipt of attestation forms from the candidates, shall forward the same with a covering letter marked as secret in the prescribed form directly to the CID Headquarters for conducting the verification of the character and antecedents of the selectees.
“The CID shall conduct the verification of the character and antecedents of the selectees and forward the same to the requisitioning authority within one month from the date of receipt of the list of selectees”, the new Instruction No.2 said.
In case the verification process in respect of some candidates requires more time, the CID may seek another one month in respect of such candidates only while forwarding the completed cases. However, the entire time period in verification process should not be more than two months under any circumstances.
“The appointing authority, on the receipt of the satisfactory verification report, shall issue the appointment order and the candidates in whose case the report is received at a later stage (after the part selection list is operated upon) shall on the receipt of a satisfactory verification report be appointed notionally from the date the earlier appointments are made”, the latest Instruction No.2 further said.
In case of receipt of an adverse report and on confirmation thereof by the State, Divisional and District Level Screening Committee, as the case may be, the appointment shall automatically stand cancelled without any notice.
As per the comprehensive format devised by the Government, the selected candidates are now required to furnish details of foreign visits for the last five years, personal contact with Government officials of foreign countries, details of persons (other than family members) residing with them and details of family members working in foreign missions or in foreign organizations.
Moreover, they are supposed to inform the Government about membership of cultural or social organizations associated with or assisted by a foreign mission or organization, details of membership of or association with prohibited and banned organizations like JeI, details of membership of clubs, societies, associations, trusts and other similar bodies.
Through the comprehensive format the Government will also seek details of membership of any political party/organization and participation in any political activity, details of membership of family members/close relatives of any political party/organization and participation in any political activity, details of legal proceedings against/prosecution of family members and close relatives and details of family members/close relatives having been prisoner of war or held in any enemy country for any duration.
