JCS discusses important issues concerning development of J&K

JAMMU, July 7: Jammu Civil Society (JCS) under the chairmanship of CA Pardeep Gandotra met today to discuss various important issues concerning development of Jammu and Kashmir.
The meeting was attended by prominent citizens including former MLAs and ministers viz. Syed Mohammad Altaf Bukhari (president Apni Party), Mohammad Dilawar Mir, Syed Asgar Ali, Vijay Bakaya, Ajaz Ahmed Khan, Yawar Ahmad Mir, Sahil Mahajan, Vinod Sachdeva, Raju Chowdhary, Harinder Gupta, Harinder Mahajan, Rajan Gupta, Wing Commander Joshi, Surinder Mahajan, Subash Gupta, Vijay Gupta, Prem Diwan, Ajay Talla, B L Gandotra, Naveen Sen Anand, Raman Samnotra, Jatinder Gupta, Pragya Gandotra and Vikram Jain.
During the discussion on various issues, the speakers pointed out that the fiscal incentives of J&K as well as Central Government have been diluted in post GST regime and only incentives of GST refund on the value addition was given with effect from July 8, 2017 to existing units. It was also pointed out that there is a fear of unhealthy competition for existing unit holders from the new investors in J&K as the new investors will get the benefit of gross GST reimbursement of 300 per cent on the investment in plant & machinery.
The speakers also discussed many other issues like no GST benefit to export units, non-inclusion of cost of building in the investment for calculation of reimbursement in manufacturing sector even in high tech sectors and limited options for setting up units in service sector.
It was unanimously decided to submit a memorandum to Rupesh Kumar, Prant Pracharak, Rashtriya Swayamsevak Sangh (RSS), J&K, with the suggestions that existing units should also be given matching GST incentives so that they can compete with new comers, giving some turnover or employment based incentive to export units, inclusion of specialized buildings in high tech industries like pharma etc in cost for calculation of GST reimbursement and review of classification between core and non-core.
The suggestions also included widening the scope of setting up units in service sector, inclusion of infrastructure/facility providers in service sector, boosting the industrial sector by setting up of at least one mega manufacturing unit like metro/rail coach factory, setting up of defense production units through private participation under Atamnirbhar Bharat Abhiyan and mandatory purchase by Central/State Government Departments and Undertakings including Defence procurement of locally manufactured goods and services.
