That there should be a due process of transparency in respect of tenders right from inception till their acceptance to execute a project hardly needs any emphasis. However, many a time, it has been found that several projects and works in Jammu and Kashmir could not be executed due to failure of tendering because of unrealistic specifications by the concerned officers. What could be the reasons behind that is not hard to comprehend , however, Government is now intending to take action against those officers who were found responsible for such intended lapse and were going to face severe action.
Framing unrealistic specifications while allotting a work or project instead of realistic ones was only a bid to stall the due process probably to find ways of indulging in manipulations which all needs proper auditing. It has also been found that in many cases Government agencies were violating the norms while floating e-tenders. The other part of the problem is in respect of many works initiated without budgetary provisions , administrative approval and technical sanction but shown as “demanded” which amounted to flouting of the set financial rules. Not only this, unspecified and uncalled for delays in processing the cases of payment of bills against works and projects were causing problems in according sanction of payments. In other words, due transparency in tendering process right up to completion of projects and timely payment of bills etc was the desired working discipline required to be adopted meticulously in the government departments etc otherwise should be enforced strictly.
