Tarigami demands regularization of CIC operators

Srinagar, Aug 12: Despite being hired on merit following a thorough recruiting procedure, CPI (M) leader Mohammed Yousuf Tarigami today said that around 172 CIC operators working for the Rural Development Department on a contractual basis since 2004 are still waiting for their services to be regularized.
In a statement, Tarigami stated that it is regrettable that these highly qualified individuals with MCA, M. Tech, MSc IT, B. E, and B. Tech are struggling to support their families since they are paid an inadequate salary of Rs 10,000 per month while dedicating 17 years of their lives to serve the department.
“These operators were appointed on merit through a proper recruitment procedure by District Level Committees made up by the Government of J&K in 2004 led by Deputy Commissioners of concerned Districts,” he said, adding that after a decade, the Government passed a cabinet order in 2014 to formulate a proposal for their regularizations, which was followed by a cabinet decision in 2016.
Unfortunately, he said, the General Administration Department’s (GAD) file for the regularization of these CIC operators was recently returned to the Rural Development Department (RDD), requesting that it present the cases of regularization of 172 CIC operators to the Government’s Establishment cum Selection Committee (ESC) for the fourth time since 2017.
He added that most of these operators have already crossed the upper age limit for any government jobs and the process of their regularization is taking years. “The Operators are currently handling the online work of departmental portals like e-gram-swaraj, SBM, PMAY, Peoples Plan Campaign (Sabki Yojna Sabka Vikaas), GPDP, Mission Antyodaya, PFMS, and other e-Governance related activities. Besides other office assignments such as elections, establishment, accounts works. at Block/ District /Directorate /Secretariat level,” he added.
He further stated, “I hope that Lieutenant Governor Manoj Sinha will intervene in their case and, as soon as possible, regularise the services of these CIC operators operating in RDD.”
