Abysmal approach on APRs

Should submitting online Self Assessment of Annual Performance Reports (APRs) by most of the Jammu and Kashmir Administrative Services Officers become so much of a problem that now the Lieutenant Governor’s Administration has taken a ”serious view” of the approach of defiance by them? J&K Sparrow portal is the easiest and quickest platform provided by the Government for them to submit the same but despite repeated reminders, their non compliance is tantamount to pure insubordination. We view it like that as such a non compliance by responsible officers is uncalled for, unexpected and unwarranted.
While awarding punishment for minor misconduct in service, a letter of “caution” to the errant employee of whatever rank or even if conveyed that word verbally is deemed that the concerned employee has been “punished”. That the General Administration Department having sent a “caution note” to 147 of such officers speaks in itself the extent of absence of feeling of responsibilities by them especially when it concerned sensitive personnel matters. Can we expect that the ”last opportunity” expiring on August 31 would result in these officers submitting by then the requisite information in respect of their own performance?
