JKEEGA appeals LG, CS for resolution of Enggs’ issues

JAMMU, Aug 31: Guidance Council of the Jammu and Kashmir Electrical Engineering Graduates Association (JKEEGA) has appealed the Lt Governor and Chief Secretary to resolve the pending issues of electrical engineers without any more delay.
The Council meet which was held here today under chairmanship of Sachin Tickoo, general secretary of the Association, was also attended by Chief Engineers, Superintending Engineers, Executive Engineers and other officers in full strength.
The members deliberated the progress made on the issues of the Power engineering. The members were unanimous in resenting the cold shoulder approach of the UT Administration towards their burning issues.
They highlighted that the current sitting, Managing Directors/ Chief Engineers/Superintending Engineers are all Assistant Engineers and most of the sitting Executive Engineers are JEs in substantive capacity and are only officiating the higher assignments in-charge capacity with no emoluments of the higher positions. The regularization in PDD is pending since 2001.
There is a backlog of 200 retired engineers whose proposals had been sent to the establishment committee, but it was turned down by the Chief Secretary headed committee at highest level. These AEs who joined in department in 1987 are still awaiting for their first regular promotion. There is no assured career progression for Gazetted Engineers. The fixed travel allowance in favour of Junior Engineers is Rs 30 per month which was fixed some 40 years back. There are nearly 400 vacancies of JEs, but since last 5 years no recruitment has been taken up, hampering the Feeder management. Many higher level posts are also lying vacant.
The nature of duties of Power employees is 24×7 and it is not possible to keep field staff in offices stationed from 10 am to 4.30 pm for attendance purposes as they have to attend to the field duties 24×7 as sufficient manpower is not available to divide the 24 hour’s in a day into shifts. The calling of explanations by DCs/SDMs of AEEs/ AEs/JEs and field staff is uncalled for and strongly resented.
JKEEGA Council has made an appeal to the LG, Manoj Sinha and Chief Secy Dr Arun Kumar Mehta for early resolution of the pending issues of the PDD engineers.
