BJP ensured grass root democracy in J&K: Balbir

JAMMU, Sept 9: Placing all the 29 subjects under 11th Schedule of the Constitution of India within the purview of the Panchayats and directions to District Development Commissioners (DDCs) to ensure the functioning of the District Development Councils strictly in accordance with 73rd Amendment and relevant orders issued from time to time, displays the sincerity and commitment of the UT Government of Jammu & Kashmir to empower the grass root level democratic institutions in letter and spirit.
This was stated by Jammu & Kashmir, Bharatiya Janata Party (BJP), spokesperson, Balbir Ram Rattan, while terming the decision of the UT Government as the fulfilment of the long pending demand of the people as well as BJP, to implement 73rd Amendment in true sense. He said that after decades of wait, finally, the Panchayati Raj Institutions have got of what they had been deprived for decades together during the rule of NC and Congress in Jammu & Kashmir.
Balbir Ram Rattan said that it will surely give administrative control of important matters like Panchayats powers, rural development, poverty alleviation, roads, drinking water, rural housing, public distribution system etc. to Panchayats. All these subjects are directly linked with the basic amenities, development and public welfare and hence would now be getting due attention with the result that the people will be enjoying the real fruits of grass root democracy.
The spokesperson said that today the people have themselves seen the real concept of three-tier system in democracy which was nowhere in the past as the then Governments were not in favour of taking local self Government at the doorsteps of rural population, which could only be possible after implementation of 73rd Amendment of the Constitution.
