SRINAGAR, Sept 11: J&K Legal Services Authority and Ladakh Legal Services Authority, under the stewardship of Justice Pankaj Mithal, Chief Justice, High Court of J&K and Patron-in-Chief J&K & Ladakh Legal Services Authorities and under the guidance of Justice Ali Mohammad Magrey, Executive Chairman J&K Legal Services Authority and Justice Dhiraj Singh Thakur, Executive Chairman, Ladakh Legal Services Authority today organized National Lok Adalat throughout the UTs of J&K and Ladakh.
In order to have maximum response and settlements between the parties in cases like MACT, matrimonial, cheque bounce cases under NI Act, Money recovery cases, etc., it was advised to organize pre-Lok Adalat sittings or pre-counselling sessions (either video or tele-conferencing or physical with social distancing) well before the date of National Lok Adalat so that parties may get one or more chances for entering into negotiation/dialogue with the opposite parties.
Apart this, webinars were organized to sensitize the officers of Legal Services Authorities/Committees, Panel Lawyers and PLVs about the importance of Lok Adalat as a mode for Alternate Dispute Resolution.
Justice Ali Mohammad Magrey, Executive Chairman, J&K Legal Services Authority inaugurated the National Lok Adalat at Budgam. Thereafter, Executive Chairman accompanied by Justice Vinod Chatterji Koul visited Pulwama and Anantnag to have first hand information about the proceedings going on in the benches constituted for the purpose. Justice Ali Mohammad Magrey also distributed cheques among the beneficiaries.
In Jammu wing of the High Court, the National Lok Adalat was inaugurated by Justice Tashi Rabstan, Chairman High Court Legal Services Committee.
As per the information received from the districts, out of a total number of 103905 cases taken up by 137 Benches in the day long National Lok Adalat at various courts across the UT of J&K, 79176 Cases were disposed of and an amount of Rs. 1,08,49,68,507 was awarded as compensation/settlement amount in civil, criminal, labour disputes, Electricity and Water Bills cases, Land Acquisition, Family matters, cheque dishonour and Bank Recovery cases.
Likewise in Ladakh a total of 553 cases were taken up by 9 benches and 392 cases were disposed of and an amount of Rs. 2,61,08,552 was awarded as compensation/settlement amount in civil, criminal, labour disputes, Electricity and Water Bills cases, Land Acquisition, Family matters, cheque dishonor and Bank Recovery cases.
Before the Lok Adalat, the Executive Chairman had few video conferences with all Chairmen and Secretaries of DLSAs and emphasized to identify and settle the cases of this vulnerable section of the society. Out of 79176 cases settled in National Lok Adalat 6507 cases from the inaccessible areas were also settled.

LEH: A total of 275 cases were disposed of during the National Lok Adalat comprising five benches at the District Court Complex in Leh today. The different benches of National Lok Adalat disposed of Motor Accident Claim Tribunal (MACT) cases, bank cases, criminal compoundable cases, civil cases, labour disputes, electricity issues, cases under the MC Act and traffic challans. The benches imposed a fine of Rs 133600 and Rs 9091944 as the settlement amount. Bench 1 comprised Principal District and Sessions Judge, Deepak Sethi and President, Bar Association Leh, Mohammad Shafi, whereas Bench 2 consisted of In-charge Chief Judicial Magistrate (CJM) Leh, Phuntsog Angmo and Secretary Bar Association Leh, Deachen Angmo. Similarly, Bench 3 comprised Sub-Judge, Leh, Phuntsog Angmo and Advocate, Gonbo Stobgyal, whereas Bench 4 consisted of Munsiff, Nobra, Wangail Tsering and Vice President, Bar Association Leh, Sonam Paljor. Bench 5 constituted at Khaltsi comprised Munsiff Khaltsi, Chemmit Yourgail, and Tehsildar Khaltsi, Tanveer Ahmad.
KULGAM: A National Lok Adalat was held in District Court Complex under the chairmanship of Principal District and Sessions Judge kulgam Tahir Khurshid Raina. Five benches were constituted to settle the cases. A total of 858 cases were taken up, out of which 625 cases were amicably settled. An amount of Rs 8496000 was realized in different cases.
UDHAMPUR: National Lok Adalat was held under the chairmanship of Yash Paul Bourney Principal District and Sessions Judge Udhampur in the Court complex. Six benches were constituted in the District, whereas bench no. 1 comprises of Yash Paul Bourney Principal District and Sessions Judge, Udhampur, Suresh Chander Katal Additional District and Sessions Judge, Udhampur and Advocate Mohd Shafi, bench no. 2 comprises of BA Munshi CJM Udhampur, Shafeeq Ahmed District Judicial Mobile Magistrate, Udhampur and Surinder Khajuria Advocate, bench no 3 comprises of Preet Simran Kour Sub Judge Special Mobile Magistrate, Udhampur, Kamiya Singh Andotra Munsiff JMIC and Shallu Khajuria Advocate Udhampur, bench no. 4 comprises of Sub Judge Smriti Sharma Chairman TLSC Ramnagar and KD Sharma Panel Lawyer TLSC Ramnagar, bench no 5 comprises of Amandeep Kour Munsiff Chenani and Advocate Balwan Singh Panel Lawyer TLSC Chenani and bench no 6 comprises of Priyanka Mahajan Munsiff JMIC Majalta and Karnal Singh Naib Tehsildar Majalta. A total number of 1586 cases pertaining to different nature of cases were taken up, out of which 1450 cases were settled. The total amount recovered is Rs 1,71,32,824.
BHADERWAH: District Legal Services Authority Bhaderwah organized National Lok Adalat in the District Court Complex, under the chairmanship of Principal District and Sessions Judge, Virinder Singh Bhau. Three benches were constituted for the purpose. A total of 1346 cases were taken up, out of which 829 cases were amicably settled. Secretary DLSA Mudassir Farooq, Special Mobile Magistrate Munish Manhas and Sub Judge Bhaderwah Sumiti Sharma were also present on the occasion.
DODA: National Lok-Adalat was held at District Court Complex, under the supervision of Mehmood Ahmed Chowdhary, Additional District and Sessions Judge, Doda. Two benches were constituted for disposal of the cases. First bench was headed by Mehmood Ahmed Chowdhary, Additional District and Sessions Judge and assisted by Neena Thakur, Additional Special Mobile Magistrate, Doda, whereas second bench was headed by Prem Sagar, Chief Judicial Magistrate, Doda and assisted by Sheikh Babur Hussain, District Mobile Magistrate (T). A total of 403 cases were settled during the Lok Adalat.
KISHTWAR: National Lok Adalat was organized in Marwah was held under the supervision of SDM Marwah Dr Mohsin Raza Khan. In the Lok Adalat, SDM was accompanied by Naib Tehsildar Nowpachi Naseer Ahmed.
GANDOH: National Lok Adalat was organized by Tehsil Legal Services Committee Gandoh. The National Lok Adalat was organized by Chairman Tehsil Legal Services Committee Gandoh Arvind Manhas and the bench comprises Chairman Tehsil Legal Services Committee Gandoh and Tehsildar Gandoh Bhallessa Irshad Ahmed was constituted to settle the cases. A total of 267 cases of different nature were taken up and out of which 212 cases were settled. Total fine/compounding money was realized is Rs 1,24,650 and a settlement amount is Rs 3,72,946.
RAMBAN: District Legal Services Authority Ramban under the guidance and chairmanship of Principal District and Sessions Judge, who is also the Chairman District Legal Services Authority Ramban Haq Nawaz Zargar organized National Lok Adalat. In the said National Lok Adalat, 1645 cases of different nature were taken up and 1358 cases were settled and settlement amount of Rs 97,74,903 was awarded in MACT Cases and Rs 1,92,150 was recovered as compounding fine in other cases and Rs 5,38,000 were awarded in bank recovery cases.
KATHUA: A National Lok Adalat was held here at ADR Centre, District Court Complex Kathua. The National Lok Adalat was inaugurated by Chairman, District Legal Services Authority Kathua (Principal District and Sessions Judge Kathua) Jaffer Hussain Beg who started the proceedings with lighting of the traditional lamp. Four benches were constituted in District Court Complex Kathua and five benches were constituted in Tehsil Courts at Basohli, Billawar, Bani, Mahanpur & Hiranagar. A total of 2,225 cases were taken up in the National Lok Adalat, out of which 2,147 cases were disposed off and settled. Compensation worth Rs 66, 20,000 was awarded in the MACT cases, a recovery of Rs 24,46,865 was also made in favours of the Banks and a fine of Rs 5,22,850 was also realized.
SAMBA: Justice U U Lalit, Supreme Court Judge and Executive Chairman National Legal Services Authority (NALSA) today interacted with District Legal Services Authority Samba. The DLSA Samba had the opportunity to interact with Justice UU Lalit, Executive Chairman NALSA. Sonia Gupta, Chairman DLSA (Principal District and Sessions Judge) Samba and Slahuddin Ahmed, Secretary, DLSA Samba briefed Justice UU Lalit about the progress and response to today’s National Lok Adalat.
REASI: District Legal Services Authority Reasi organised National Lok Adalat on the direction of Justice Ali Mohammad Magrey, Executive Chairman, JKLSA and the guidance of R N Watal Chairman (Principal District and Sessions Judge). A total number of 3461 cases of different nature were taken up for amicable settlement out of which 3339 cases were settled and an amount of 1,14,70,397 was realized as settlement amount.
SRINAGAR: Mohammad Akram Chowdhary Principal District and Sessions Judge Srinagar inaugurated the National Lok Adalat at District Court Complex Mominabad Srinagar. A total of 12,629 cases were taken up out of which 12,003 cases were settled. Beside this, Rs 3,12,14,411 was awarded as compensation by MACT Court Srinagar and Rs 4,19,56,719 has been recovered as settlement amount by Additional District Bank Judge Srinagar and fine of Rs 47,94,250 has been recovered by different Courts, and in addition to this Rs 2,31,79,903 has been settled by different courts in Srinagar. Total settled amount in district Srinagar was 10, 11, 45,283.
BARAMULLA: District Legal Services Authority (DLSA) Baramulla in collaboration with Tehsil Legal Services Committees organized National Lok Adalat across the district. At Baramulla, it was organized at District court complex Baramulla and at concerned subordinate courts at tehsil levels.
The Lol Adalats were held under the chairmanship of District Legal Services Authority (Principal District and Sessions Judge) Baramulla Mohammad Yousuf Wani who inaugurated the event at the District Court Complex in presence of Secretary DLSA Mir Sayeem Quyoom. The lok Adalats were comprised of 14 benches in which 2351 different cases/matters were taken up, out of which 1792 cases/matters were settled amicably on spot. Furthermore, Rs 2.11 crore was realised as settlement amount comprising compensation amount of Rs 3375000 in MACT cases whereas an amount of Rs 10279581/ in bank recovery cases. Besides an amount of Rs 858610 was realised on account of composition in traffic offences and Rs 3370000 was realised in matrimonial cases. Moreover, an amount of Rs 3310000 was realised in N.I Act cases.
BANDIPORA: A National Lok Adalat was held at District Court Complex, Bandipora under the chairmanship of DLSA, Principal District and Session Judge Mohammad Ibrahim Wani in which 385 cases of different nature were taken up for settlement, of which, 818 cases were settled amicably. A settlement amount of Rs 20.04 lac was realized as settlement amount at the spot.
KUPWARA: 3871 cases of different natures were taken up, out of which 3769 cases were amicably settled and an amount of about Rs.2.30 crore was realized. A total of seven benches were constituted by Chairman DLSA, Tasleem Arief, (Principal District and Sessions Judge Kupwara) across the district.
GANDERBAL: National Lok Adalat was inaugurated at Court Complex Ganderbal by Chairperson District Legal Services Authority (Principal District and Sessions Judge), Ganderbal Shazia Tabasum in presence of Secretary District Legal Services Authority, Ganderbal, Tabasum. Overall 584 cases were taken up for settlement out of which 355 cases were amicably settled/compromised on spot. Rs 27750 was recovered as fine for violations under different statutes, Rs 6043983 was awarded as Bank recovery amount, in other civil cases an amount of Rs 1054546 was settled and Rs 2450,000 was awarded in MACT cases.
KULGAM: A National Lok Adalat was held in District Court Complex Kulgam, under the chairmanship of Principal District and Sessions Judge kulgam Tahir khurshid Raina (Chairman District Legal Services Authority Kulgam). Out of 858 cases of various nature, 628 cases were amicably settled. An amount of Rs 8415850 was realized in different cases.
SHOPIAN: National Lok Adalat was held under the chairmanship of Chairman District Legal Services Authority Shopian, Riaz-Ul-Haq Mirza (Principle District and Session Judge Shopian) at District Court Complex, Shopian. A total of 463 cases were taken up out of which 406 cases have been settled with a settlement amount of Rs 9832048 has been recovered as fine..
KARGIL: National Lok Adalat was organised by the District Legal Services Authority Kargil under the guidance of the Chairman District Legal Services Authority Kargil (Principal District and Sessions Judge Kargil) Mohd Rafiq. Four benches were constituted which were presided over by the Principal District and Sessions Judge Kargil Mohd Rafiq, Chief Judicial Magistrate Kargil Tsewang Phunstog, Munsiff Sankoo Moneer Ahmad and Assistant Commissioner Revenue Kargil Abdul Gaffar Zargar. Out of the total number of 275 cases referred to the Lok Adalat, 189 cases were disposed off and an amount of Rs 10,69,8008 recovered as settlement amount/fine was recovered as settlement amount/fine.
