SC, ST Employees Forum lambasts Govt

JAMMU, Sept 11: The All J&K SC and ST Retired Employees Forum in its monthly meeting held here, today under the chairmanship of Prof. (Dr.) G. L. Thapa, president of the Forum has expressed grave concern that not a single Department in the UT has maintained Reservation Roster Register as per requirement of the Reservation Rules,2005 nor have clearly and correctly maintained the Reservation Roster in any Department, despite the fact that wherever these rules/instructions are not being followed.
It said this short fall is required to be recorded in the Annual Performance Report of the concerned officer but unfortunately none of the accepting officer has ever taken a note of it, while accepting the Annual Performance Report of the official/officer of the concerned Department, with the result no procedure is being followed to implement the reservation rules in letter and spirit.
The meeting said that not following the Reservation Laws by the administration, it has given ample opportunity to corrupt officials in the Government to manipulate/diversion of quota to either benefit or deprive some body of the benefit of reservation. Not only this, in most of cases, it has been observed that most of the candidates belonging to SC category who deserve to be taken on their merit basis are brought down to the reserve quota seat despite of their higher merit in that list in contrary to the Reservation Rules.
It may not be out of place to mention that the Chief Secretary of the UT few days back while taking a review of the progress under various employment generating schemes in Jammu & Kashmir has shown his anguish that targets under direct financing scheme for SC/ST/OBC are extremely low, therefore, he urged the concerned to lay special focus on providing gainful employment to more under privileged and marginalized in the society.
