NYC working as GRS in violation of Govt norms

ACD seeks explanation from BDO

POONCH, Oct 4: Taking serious notice of the working of the Block Development Officer Nangali Sahab Sainbaba Block (NSSB) for assigning the duties of Gram Rozgar Sevak (GRS) to National Youth Coordinator (NYC) in Panchayat Bandichechian and failure of the concerned BDO to comply with the orders of higher authorities despite repeated reminders, the District administration Poonch has sought immediate explanation from the concerned BDO for dereliction of duty.
In its letter to BDO concerned the Assistant Commissioner, Development (ACD) Poonch, Rajesh Lakhan has expressed his dismay for the failure of concerned BDO in assigning the duties of GRS to NYC in against the standing rules and directives of higher authorities.
The ACD in his letter urged the BDO to submit the Action Taken Report (ATR) within day positively and ensure that NYC should not in any case work independently for Panchayat and asked him that the possibilities be explored to utilize the service of NYC on the job which does not have financial implications.
The ACD in his earlier letters had made it clear to the BDO that the NYC has not mandate to work in place of GRS and assigning him the duties of GRS is in total violation of the directions passed by the higher authorities from time to time.
It may be recalled that some people in the area have made a representation to the District authorities that assigning of the duties of GRS to a NYC has been made in violation of standing Government orders by the BDO and the authorities should hold a probe into the matter.
