‘Centre, UT Govts will restore permanent peace in J&K’
*Militancy, terror-funding will be completely finished

JAMMU, Oct 9: Lieutenant Governor Manoj Sinha said today that a strategy has been finalized after holding detailed deliberations with security forces, Jammu and Kashmir Police (JKP) and Intelligence agencies to counter fresh spate of killings and the killers will be traced from wherever they are hiding and made accountable for the blood spilled by them.
He said action will not only be taken but it is being taken and that the Government won’t “buy peace” but establish peace permanently in Jammu and Kashmir.
In an interview to Times Now news channel tonight, Sinha, responding to a question on recent civilian killings in Kashmir which has led to fear psychosis among minorities, said a strategy has been framed after talks with security forces, JKP and Intelligence agencies and none of those involved in the gruesome killings will be spared.
“Wherever they (the killers) are hiding they will be traced and held accountable for the killings. We are going to take stern action against the militants,” he said.
Asserting that action against the militants responsible for the fresh surge in killings will not only be taken, Sinha said it is already being taken and rooting out terrorism and terror-funding is top priority of the Government.
“New Delhi and Jammu and Kashmir have same policy against the militants. We are not going to ‘buy peace’. We are going to establish peace permanently. Roots of terror and terror funding will be finished,” the Lieutenant Governor said.
To a question on whether the steps taken for return and rehabilitation of Kashmiri migrants back to their homes in the Valley will be reversed after the killings, he said categorically that no such steps will be taken back.
“We are trying to restore peace and prosperity and this is not suiting them (the militants). No steps taken for restoration of peace and return of migrants to the Valley will be taken back,” Sinha said.
Asked whether there is Taliban impact on the recent surge in civilian killings, he said the morale of anti-national elements has got some boost (with Taliban rise in Afghanistan) but it is not a major challenge that can’t be met by our security forces.
“This is a sensitive issue and shouldn’t be politicized. Security concerns are being addressed adequately,” he said.
To a question that whether there was atmosphere of fear in the Kashmir valley in view of the killings, Sinha said: “the trend has changed and the militants are now picking up soft targets and killing them.
On when the Assembly elections will be held in Jammu and Kashmir and Statehood restored, the Lieutenant Governor said the Assembly elections will be held after the Delimitation Commission submits report.
However, as far as Statehood is concerned, he asserted that Prime Minister (Narendra Modi) has assured on several occasions that the Statehood will be restored to Jammu and Kashmir at an appropriate time.
He said the National Institution for Transforming India (NITI) Aayog has described Jammu and Kashmir as “Performer State”.
On Jobs and investments in Jammu and Kashmir, the Lieutenant Governor said the Union Territory administration has already received proposals worth Rs 26,000 crore investments. Of them, proposals to the tune of Rs 3500 crore have been cleared and land allotted to the investors, he added.
It may be mentioned here that the Lieutenant Governor had left for New Delhi yesterday on a four-day visit to New Delhi during which he is scheduled to meet Central Government representatives including Union Home Minister Amit Shah to discuss security situation in Jammu and Kashmir in the wake of recent civilians killings in the Valley.
Sinha has already declared that the terrorists responsible for the killings will be held accountable and made to pay heavy price for the barbaric acts.
