JAMMU, Oct 19: Expressing serious concern over the functioning of the Rural Development Department (RDD) in Poonch where the payment of MNREGA laborers is pending for years together, Anil Sharma chairman All J&K Panchyat Conference (AJKPC) today took serious exception to the arbitrary functioning of department.
Talking to reporters here, today he took serious exception to the functioning of the BDO Nangali Sahab Sainbaba Block (NSSB) who in contravention to service rules and regulations has assigned the duties of Gram Rozgar Sevak (GRS) to National Youth Coordinator (NYC) in Panchayat Bandichechian Poonch and failed to comply with the orders of higher authorities.
He said despite the repeated directions by ACD Poonch seeking immediate explanation from him that why a junior most employee has been assigned an important duty in violation of Government rules, the BDO has failed to comply with the same.
Sharma said that ACD Poonch has in categorical terms made it clear to BDO concerned that NYC has no mandate to work in place of GRS which is total violation of directions passed by higher authorities. The ACD has sought explanation from the BDO who is working in an arbitrary manner as no officer is supposed to assign the job to NYC which has financial implications. But the BDO has totally ignored his orders.
He said it is pity that the BDO is not taking the cognizance of the orders issued by higher ups and urged the Deputy Commissioner Poonch and Director RDD Jammu to inquire the matter as such style of functioning of BDO concerned has generated a lot of resentment among the people of the Panchayat.
He said on one hand Government is talking of accountability and transparency on the other hand it has failed to act against the officials violating the Government rules and regulations.
