J&K takes lead in empowering people

JAMMU, June 3: Former Advocate General of State, DC Raina appreciated the State Legislature for enacting the ‘Public Services Guarantee Act’, which emerges from people’s right to live with dignity under the Constitution. “While it empowers the people of the State, there are only six departments presently under its purview”, he said adding, this number must be gradually increased to make the act more viable.
Raina stressed upon the need to educate people about the utility of this Act, as also about its implementation in the right perspective.
Raina’s view came while delivering a keynote speech in a function organised by Indian Institute of Public Administration, Regional Branch, Jammu on the subject ‘Public Services Guarantee Act- Theory and practice’.
BL Saraf, the guest of honour on the occasion was of the view that there is a need to bridge a gap between the law and its implementation aspect for its effective usage.
Earlier in his presidential address, Prof KL Bhatia emphasized upon the co-ordination between various departments in providing services to the citizens.
An interactive session was also held wherein useful deliberation took place.
Senior officers from the departments of Electricity, PHE, CAPD, Revenue and others associated with the Act participated in the function.
Besides senior citizens, members of IIPA including Vice-Chancellor, Central University of Jammu, Dr SS Bloeria, chairman, Dr Ashok Bhan, secretary IIPA, Regional Branch, Jammu, JBS Johar, also participated.
Prof Versha Mehta presented the welcome address and introductory remarks while Prof Alka Sharma gave a formal vote of thanks.
