Finally, Cabinet to discuss report on creation of new Admn units today

JAMMU, July 18: After gathering dust in the official files for quite long time, the report on creation of new administrative units in the State along with financial implications involved in giving practical shape to the same is being placed before the Cabinet, which is meeting under the chairmanship of Chief Minister, Omar Abdullah at Srinagar tomorrow morning. The Cabinet will also consider the proposal of the Health and Medical Education Department regarding promulgation of Ordinance to regulate the functioning of para-medical institutes in the State.
Authoritative sources told EXCELSIOR that as desired by the Chief Minister, Omar Abdullah during the last Cabinet meeting, a proposal of the Revenue Department regarding creation of new administrative units as recommended by a Government constituted committee is being placed before the Cabinet. “The proposal also carries the financial implications involved in giving practical shape to the recommendations”, sources added.
The committee has recommended creation of 23 Sub-Divisions, 57 tehsils, 79 Niabats, 733 Patwar Halqas and 63 CD blocks. The Revenue Department has worked out the requirement of Rs 112.92 crore recurring revenue per annum and Rs 609.08 crore non-recurring revenue. In addition to this, an amount of Rs 50 crore is required as capital component for acquisition of land for establishment of these administrative units and approximately Rs 4620 posts are required to be created under various categories for these units.
The process of ascertaining the demands of people for new administrative units was actually started in 2007 when the Government had constituted a Committee headed by former Chief Secretary of the State, Dr S S Bloeria. However, the report of the Committee was termed as ‘inconclusive’ in 2009 and in January 2010, the Committee was revived with Mushtaq Ahmad Ganai as its head.
The Committee submitted its report to the Government on July 14, 2011 following which the Revenue Department was directed to prepare a note after detailed examination of the recommendations for discussion and final decision in the Cabinet. When the note was placed before the Cabinet in January 2012 it was decided to seek more details from the Revenue Department for taking holistic view of the entire issue.
However, since January 2012 the Revenue Department didn’t come up with the information and the issue received the due attention after one and half year—on July 2, 2013 when the Chief Minister, while chairing the Cabinet meeting, directed the Chief Secretary to ensure submission of detailed note on proposed administrative units as early as possible.
According to the sources, the Cabinet will also take decision on the proposal of the Health and Medical Education Department regarding promulgation of ordinance to regulate the functioning of para-medical institutes.
At present, there is no law in the State to regulate these institutes, sources said, adding “as the state legislature is not in the session at this time the Health and Medical Education Department is seeking an ordinance”.
It is pertinent to mention here that J&K has 17 para-medical institutes in the Government sector and more than 70 in private sector.
Sources further said that Cabinet will also discuss regularization of incharge Directors/Managing Directors in the department of Animal and Sheep Husbandry.
Those being regularized are Dr J P Sharma, Dr R L Kher, Dr M L Sharma, Dr Bashir Ahmed War, Dr G S Sudan, Dr B R Kotwal and Dr A K Koul.
The Cabinet will also discuss the situation erupted due to Ramban incident and make an appeal to the citizens of the State for maintenance of peace and communal harmony.
