Court issues fresh non-bailable warrants against 4 accused

JAMMU, July 26: In the much publicized spurious drug scam, Special Judge Anticorruption Jammu, Puneet Gupta today issued fresh non-bailable warrants against Prem Prakash Barnwal and Manjula Barnwal, Directors of M/s Sanative Pharmaceuticals, Manoj Kumar Aggarwal and Rahul Kumar.
In the meanwhile, Dr Anice Choudhary, the then Principal GMC and Vice Chairman Purchase Committee-II, filed an application seeking further investigation of the case. In the application, it has been mentioned that involvement of actual culprits including high ups was hushed up by the Crime Branch in connivance with the complainant M K Dwivedi.
The applicant submitted that the Crime Branch has conducted the investigations in casual manner in order to weaken the case so that the real culprits go scot free and filed the incomplete and defective challan on June 20, 2013, ignoring the request of the applicant dated June 15, 2013 made to the DySP Crime Branch explaining in detail the conduct of the complainant M K Dwivedi, the then Secretary Health and Medical Education Department in getting the rate contract of the various drug items including the accused firm approved.
The applicant further submitted that in order to save high-ups the Crime Branch has made him a scapegoat when there was enough evidence on record that the applicant has neither approved the rate contract nor issued the same nor committed any offence.
“M K Dwivedi being a necessary party and for influencing the Chairperson Purchase Committee to approve and issue the rate contract in disregard to the rules, is required to be arrayed as an accused in the case”, Dr Choudhary said.
After going through the application, Special Judge Anticorruption directed CPO to file objections and fixed August 30, 2013 as next date.
