Performance Division’s Task Force to review RFD of 33 Govt Deptts

JAMMU, Aug 23: Task Force of the Performance Management Division (PMD) in Cabinet Secretariat, Government of India will be visiting the State to review the Results-Framework Documents (RFD) prepared by various Government Departments of the State for the current financial year.
Reliable source told EXCELSIOR that the Task Force would hold threadbare discussion with the incumbents of 33 Government Department and review the RFD documents prepared by them and also recommend changes, if any required, to further streamline the functioning of respective Departments.
“Several sessions are likely to be held in Sher-i-Kashmir International Conference Centre (SKICC), Srinagar on August 26 and 27 to discuss step by step documents prepared by each Department. This shall be the first meeting of the Task Force with Heads of several Departments for the 2013-14 year and the documents prepared by them will be assessed on all parameters”, sources asserted.
The Task Force of the Performance Management Division of Cabinet Secretariat is being headed by
Dr. Prajapati Trivedi, Secretary to the Government of India, who has been given the responsibility for Performance Management. Based in the Cabinet Secretariat, Mr Trivedi reviews and reports on the performance of all Government Departments to the Cabinet Secretary and Prime Minister Office (PMO).
“After clearance from the Task Force, all the Departments will have to strictly adhere to the commitments made in their RFD. Thereafter, a system shall be evolved for periodic review of the targets achieved as per the RFD of the Departments and a final call will be taken at the end of the financial year”, sources added.
The Task Forces of the Performance Management Department, sources said would comprise 21 persons along with Secretary, Mr Trivedi. “Besides, there should be nine resource persons, who have wide experience in their respective areas”.
Chief Minister, Omar Abdullah has been keenly monitoring the implementation of RFD of various Government institutions and till date 33 Departments have finalized the same, with several of them posting the finalized RFD on their website.
Sources stated, “the Chief Minister is keen for strict implementation of RFD so as to enforce accountability and transparency in the functioning of various Government Departments. RFD is a performance assessment and management system aimed at judging the performance and functioning of departments on the basis of timeline completion of targets, outcome of schemes, priorities fixed, quality of work done, status of benefits of projects actually accruing to people and other ingredients”.
To hold detailed discussions with the Task Force, the State Government has appointed 22 Liaison Officers of several Government Departments. They included Tariq Ahmad Khan, Joint Director (R&B, Civil Secretariat), A H Qadiri, Joint Director (Regional Statistics & Evaluation Office, Kashmir); Farooq Ahmad Yasvi, Joint Director (Directorate of Economics and Statistics); Zulfkar Ali Banday, Joint Director (Tourism and Culture, Civil Secretariat), M Ishfaq Pokchiwal, Joint Director (Forest, Civil Secretariat); B A Mukhdoomi, Joint Director (School Education, Civil Secretariat), Javaid Iqbal Matoo, Joint Director (CPO, Srinagar), Syed Shabi Shafi, Joint Director (PHE & I& FC, Civil Secretariat), Altaf Ahmed Zargar, Joint Director (CM’s Monitoring Cell, Civil Secretariat), Parvaiz Ahmed Handoo, Joint Director (Industries & Commerce, Civil Secretariat), G M Ganie, Joint Director (Health & Medical Education, Civil Secretariat) and Azmat Ali, Joint Director (Rural Development Department, Civil Secretariat).
Other officials included Mir Mushtaq Ahmed, Deputy Director (Directorate of Local Bodies, Kashmir), Mukhtar Ahmad Bazaz, Deputy Director (CPO, Ganderbal), Riyaz Ahmad Romshoo, Deputy Director (Planning and Development Department, Civil Secretariat), Nissar Ahmad Mandloo, Assistant Director (Planning and Development Department, Civil Secretariat), Moninder Sawhney, Assistant Director (Planning and Development Department , PA Section, Civil Secretariat), Mohammad Farooq Shah, Assistant Director (Planning and Development Department, Civil Secretariat), Shahnawaz Ahmad Khan, Assistant Director (Planning and Development Department, Civil Secretariat), Lalit Bhat, Assistant Director (Health & Medical Education, Civil Secretariat) and Narinder Kumar, Assistant Director (Social Welfare, Civil Secretariat).  All the Liaison Officials shall be working under close supervision of Special Secretary, Shabir Ahmad Bhat and Principal Secretary, Planning and Development Department, B R Sharma.
The process of implementation of RFD was initiated by Secretary (Performance Management) in November, 2012 at Delhi in a function, in presence of Chief Minister Omar Abdullah.   It was followed by a workshop at Jammu on December 7-8, 2012 which was attended by senior officers of the State Government.  The State Planning Department is the Nodal Department for RFD in the State of Jammu & Kashmir. A total of 34 Departments prepared the RFDs for 2012-13 which were approved by the State Cabinet in March, 2013.
