Sub-Committee formed to resolve issues of CIC operators fails to meet

Postponed March 11 meeting yet to be scheduled

SRINAGAR, Apr 12: A Sub-Committee that was constituted by the Government way back in January this year to resolve the issues of the CIC Operators working in the Rural Development Department, as well as workers of other departments, has so far failed to hold even a single meeting.
After the formation of the committee, the General Administration Department (GAD) on March 7 scheduled a meeting of the Sub-Committee on 11th March 2022 under the Chairmanship of Additional Chief Secretary, Finance.
However, the meeting was postponed, and after the passage of more than one month now, much to the annoyance of the CIC operators who have been pressing for the regularization of their services and salary enhancement, the new date has not been fixed by the GAD for meeting
The CIC operators have termed it as callousness on the part of the UT Administration and said that they are suffering for the last 18 years. “Neither regularization nor any salary hike has been accorded in our favour,” they said.
It is to be noted here that in 2021, GAD advised RDD to submit the requisite information of CIC Operators so that their cases are placed before the Establishment Cum Selection committee of GAD for a final call concerning their regularization.
The said information has been submitted by the Rural Development Department to GAD in October 2021 but to date, no decision has been taken by the GAD.
The CIC Operators said that they are not backdoor appointees and have been recruited through proper recruitment procedure in the year 2004 by District Level Recruitment Committee headed by concerned Deputy Commissioners and are getting a meagre amount of Rs 10,000 monthly salary.
They added that they are highly qualified with having M.Tech, MCA, MSc. IT, B.E & B.Tech Degrees and are handling efficiently more than 26 web portals of various schemes of Department of Rural Development & Panchayati Raj even as they are doing all other office assignments viz. Elections, Establishment, Accounts, Works etc. at Block/ District/ Directorate/ Secretariat level.
Er. Noor Ul Nayeem who is the President of CIC Operators said that in 2014, Jammu & Kashmir Government passed an order in Cabinet to formulate a proposal for the regularization of CIC Operators in the Rural Development Department and in the year 2016, the J&K Government through a cabinet decision created 172 posts of Data Entry Operators for regularization of CIC Operators
“The Empowered Committee of J&K Government headed by Principle Secretary, Department of Finance cleared our regularization cases one by one for regularization under J&K Civil Services (Special Provision) Act 2010in its two meetings,” he said.
He said that the Committee communicated their recommendations to the Rural Development Department for the issuance of formal regularization orders, which are yet to be issued.
