Cabinet orders reshuffle: Comm Secys among 19 officers shifted

SRINAGAR, Sept 4: State Cabinet, which met under the chairmanship of Chief Minister Omar Abdullah this evening, ordered transfers and postings of 19 officers including Commissioner Secretaries with immediate effect.
Shaleen Kabra, Commissioner/Secretary, Health and Medical Education Department, has been transferred and posted as Member, J&K Special Tribunal, vice Tushar Kanti Sharma.  He will also hold the charge of the post of Chairman, J&K Special Tribunal till the incumbent Chairman returns from leave relieving B A Runiyal of the additional charge of the post.
Farooq Ahmad Factoo, Commissioner/Secretary BPE and Floriculture Department has been transferred and posted as Commissioner/Secretary Industries & Commerce Department vice Saurabh Bhagat.
Gazzanfer Hussain, Secretary Social Welfare Department has been transferred and posted as Secretary Health & Medical Education Department vice Shaleen Kabra. Tushar Kanti Sharma, Member, J&K Special Tribunal has been transferred and posted as Secretary BPE & Floriculture Departments, vice Farooq Ahmad Factoo.
M S Rather, Vice Chairman, Srinagar Development Authority has been transferred and posted as Secretary Social Welfare Department vice Gazzanfer Hussain. Satish Nehru, Vice Chairman, Jammu Development Authority, has been transferred and posted as Secretary Housing & Urban Development Department.
Shafat Noor Barlas has been transferred and posted as Vice Chairman, Srinagar Development Authority.  He will also hold the additional charge of the post of Director, Urban Local Bodies, Kashmir till further orders.
Saurabh Bhagat, Secretary Industries & Commerce Department has been transferred and posted as Director School Education, Jammu vice P K Pole, who has been transferred and posted as Special Secretary Forest Department.
Kuldip Lal Khajuria, Municipal Commissioner, Jammu, has been transferred and posted as Vice Chairman, Jammu Development Authority vice Satish Nehru. Kiran Wattal, Managing Director, J&K Housing Board has been transferred and posted as Municipal Commissioner, Jammu vice Kuldip Lal Khajuria. Ram Paul, Secretary, J&K Housing Board will hold the charge of the post of Managing Director, J&K Housing Board till further orders.
The Cabinet also approved transfers and postings in the Forest Department.
Deepak Khanna, (APCCF), Director, State Forest Research Institute has been transferred and posted as Chief Conservator of Forest, Projects & Planning vice Mukerjeet Sharma. Ravi Kumar Kesar (APCCF), Chief Conservator of Forests, Jammu  has been transferred and posted as Director, Forest Protection Force relieving Abdul Razaq of the additional charge.
Mukerjeet Sharma, (APCCF) Chief Conservator of Forests, Projects and Planning has been transferred and posted as Director, Soil Conservation Department vice Upinder Pachnanda, who has been transferred and posted as Director, State Forest Research Institute vice Deepak Khanna.
L K Sharma, CCF, CAMPA, has been transferred and posted as Managing Director, State Forest Corporation relieving  A K Tickoo of the additional charge. MA Tak, (CCF) Regional Director, Wildlife Kashmir has been transferred and posted as Director, Social Forestry Department relieving  S P Sharma of the additional charge. Roshan Jaggi, Conservator Forest (East Circle) Jammu has been transferred and posted as CCF Jammu vice R K Kesar.
As reported by EXCELSIOR exclusively, Cabinet approved amendments to the SRO-384 of 2009 titled ‘Jammu and Kashmir Medical & Dental Education’ (Appointment of Academic arrangement basis, rules 2009).
As per the amendments, in service officials will not be eligible for the engagement under the SRO; maximum period of engagement will be six years; extension up to 3 years will be made on year to year basis by the Principal of the college concerned and for engaging beyond three years, the case will be considered by the Government and once approved, Principal concerned will be authorized to grant further extension up to six years; staff engaged on teaching posts will be put only on teaching and research duties and will not assigned any administrative duties at any level and the post of the Medical Superintendents will be included in Rule-3 and only retired personal, who have held administrative post, will be eligible for such engagement.
Cabinet approved ex-gratia to the victims of riots and other extra-ordinary law and order disturbances in respect of destruction and damage to immovable property.
The amount of relief to be granted for destruction and damage to the immovable property will be equal to 50% of the actual loss or up to 5 lakh whichever is lesser. The assessment of the destruction and damage (loss) will be made by the Tehsildar of the area to be further verified by the Assistant Commissioner Revenue in exercise of their best judgment. The relief will be sanctioned by the Deputy Commissioner of the concerned districts on the recommendations of district level screening-cum-coordination Committee comprising District Magistrate as Chairman, SP of district, ADC, ACR, Tehsildar of district, other than the Tehsildar who has assessed the loss as its members and any other member co-opted by the Chairman.
The policy will have effect from April 1, 2013 and will not be applicable to the settled cases.
