Srinagar, Aug 30: The Health & Medical Education (H&ME) Department has formed an inter-sectoral committee for setting up the Institutional Framework of H&ME for improvement of Health Indicators with a special focus on Sustainable Development Goals (SDGs) and the District Good Governance Index (DGGI).
For the Institutional Framework of Health & Medical Department, the Committee has been tasked to ensure timely, accurate data and quality on various identified indicators monitorable under Sustainable Development Goals (SDGs), District Good Governance Index (DGGI), including the ‘vision indicators’.
The committee formed will also suggest and take measures to continuously improve upon the important health indicators and achieve the goals of the Flagship Programmes.
The expert panel is going to have Mission Director, National Health Mission, J&K as Chairman, Director General, Family Welfare, MCH & Immunization as Co-Chairman, Chief Executive Officer, State Health Agency, Director Health Services, Jammu/Kashmir, Director Planning, NHM, J&K as members, Programme Manager HMIS, NHM, J&K as Member Secretary while as representative of the GMCs which will be nominated by the respective Principals have been designated as members of the committee.
For the achievement of the goal, the committee will strategize the policies, programs, and standards for the achievement of the SDG goal: ‘Good Health & Well Being’, besides DGGI and prepare a draft Vision document as per the sectoral perspective of the Health & Medical Education Department.
The Committee will also suggest measures to align policies/action plans with the mapping of various schemes with Output Outcome Monitoring Framework (OOMF) to ensure that the Government spending is monitorable and is aligned with the achievement of the SDG Goals/Vision @2047.
The committee, as per the terms of reference, will ensure involving all stakeholders in the preparation of action plans and achievement of goals in a time-bound manner while it has been given the freedom of co-opting any other member including Civil Society/NGOs and the private sector.
Under the mandate, which the committee has been given, it will ensure adequate provisioning and optimum utilization of available financial resources and manpower, besides suggesting requirements and resource mobilization (including the participation of the private sector) for separate funding, if needed for improvement of SDG Goal-3 including other DGGI and Vision @2047.
At the same time, it will also work towards evolving a mechanism for implementation of a decentralized framework to ensure bottom-up planning with dedicated divisional/district level functionaries to ensure the real-time flow of data/information on designated digital platforms/other authentic sources.
For the Institutional Framework, the committee will monitor the progress of Health Indicators for Aspirational Districts/Aspirational Blocks and devise a special strategy/action plan to improve health indicators.
It will also ensure time series data through a coordinated approach for timely generation of Health data for various publications/reports of the Government of India, UT Government including annual reports for Digest of Statistics.
The committee will also ensure the timely, adequate, relevant, and reliable data on selected indicators with appropriate methodology and consolidation of reports in a coordinated manner with inter, intra Department convergence and submission to the concerned quarters.
To review the progress made with quantifiable targets and achievements on each of the above aspects viz. SDG, DGGI, Vision @2047 document, the members of the committee will meet once a month and submit the report to the Administrative Department by the 10th of every month.
