Jammu, Srinagar at 6th, 9th place in DGGI ranking

JAMMU, Oct 7: In the good governance parameters, Pulwama has been declared as best performing district in J&K Union Territory, followed by Samba and Doda districts.
Interestingly. both Jammu and Srinagar districts, having the capital cities with seat of power, have been ranked sixth and ninth, respectively while district Poonch is at the bottom among all districts in the governance parameter.
The District Good Governance Index (DGGI) of Jammu and Kashmir, launched virtually in January 2022, helps identify the impact of various governance interventions at the district level and provides a futuristic roadmap for improving district-level governance with targeted interventions. This is India’s very first District Good Governance Index.
The composite DGGI score of 20 districts was computed at Union Territory level by aggregating the scores of 10 sectors i. e. Agriculture and Allied Sectors, Industries and Allied Sectors, Human Resources Development, Public Health, Public Infrastructure and Utilities, Financial Inclusion, Social Welfare and Development, Judicial and Public Safety, Environment and Citizen Centric Governance.
As per the details available with the Excelsior, district Pulwama has secured top rank in the DGGI 2021-22 with an aggregate composite score of 5.926 followed by District Samba, which has secured second rank with aggregate score 5.775. District Doda has secured third rank with aggregate score 5.621.
Ranking of other districts, based on performance in the selected indicators of 10 sectors, shows that Shopian secured fourth place with 5.379 score followed by Jammu ( final score 5.263), Kulgam (5.114), Ganderbal (5.082), Srinagar ( 5.065), Srinagar ( 5.065), Rajouri (5.026), Baramulla (4.906), Kishtwar (4.906), Bandipora (4.719), Reasi (4.642), Udhampur (4.572), Kathua (4.499), Anantnag (4.484), Ramban (4.261), Kupwara (4.226) and Poonch (4.022).
District Srinagar, which stands at 9th place in overall ranking, has secured rank first in public infrastructure and utilities sectors and also in agriculture & allied Sectors.
District Doda has topped in industries and allied Sectors along with environment sector. District Pulwama has topped in HRD and Judiciary and Public Sectors. District Rajouri has topped in public health, District Ramban in social welfare, district Ganderbal in financial inclusion, district Samba in citizen centric governance sector and district Shopian and district Kishtwar (along with district Doda) in environment Sectors.
Under the index, the policies, schemes and programs of the Central as well as the State Governments are monitored at the district level.
In the composite ranking of first ever DGGI, released by Union Home Minister Amit Shah in January last, the Jammu district was accorded top ranking in the list followed by districts of Doda, Samba, Pulwama and Srinagar in the UT.
In the last overall ranking, Ganderbal had stood at 6th place, Anantnag at 7th, Baramulla district at 8th place followed by Kathua at 9th and Kupwara at 10th place. The last 10 district in the index were Kishtwar (11th) followed by districts of Budgam, Udhampur, Reasi, Bandipora, Ramban, Kulgam, Shopian, Poonch and Rajouri being at the bottom of the index in the composite ranking.
As per the Government, ranking of the districts would bring about healthy competition amongst districts from which the citizens would be immensely benefitted.
The Centre launched National Good Governance Index on 25 December 2021, to provide quantifiable data to compare the state of governance in all States and Union Territories, enable them to formulate and implement suitable strategies for improving governance and shift to result-oriented approaches and administration. It is prepared by the Department of Administration Reforms and Public Grievances (DARPG).
