Authorities not following transfer policy for Ladakh

LEH, (LADAKH) Oct 7:  Violating their own set norms the authorities in Civil Secretariat are not following the transfer policy for Ladakh region in letter and spirit with the result scores of non local gazetted officers especially in Education Department who have over stay of two years in the region are running from pillar to post for justice.
The failure of the authorities to put the transfer policy in practice in letter and spirit for Ladakh region has led to a lot of resentment among the non local gazetted cadre employees and some of them have even turned frustrate and gone into depression as they have not been transferred from the region after completing two years term.
According to sources about 40 principals and lecturers from Jammu as well as Kashmir region posted in Ladakh region since 2010 have not been transferred till date while as per the Ladakh transfer policy a non local employee posted in the region has to be transferred after completion of two years tenure in view of the hostile weather conditions of the region and terrain. But failure of the authorities in Civil Secretariat to implement the policy in letter and spirit has led to frustration of these gazetted officers of Education Department who even after completing over three and half years are not being transferred back, sources added.
Accusing the Education Department of adopting the dilly delaying tactics, these officers said that they have become victims of prevailing red-tapism in the Department. This has resulted that some of the non local principals and lecturers who have no political or bureaucratic back have gone under depression and are on medication, they added.
Sources said that the Government is adopting the duel policy in transfer of the non local officers in Ladakh while those who have political backing or have influence in bureaucracy are transferred within days after completing their two years tenure while the fate of those continues to hang in balance who have no one at their back to support them or plead their case in the corridors of power.
The state of affairs has deteriorated to such an extent that though there was no post of lecturer in Home Science vacant in Government Higher Secondary School Skurbachan, Leh and a newly transferred lecturer from Jammu was posted in the same school. To adjust the newly posted lecturer the authorities  transferred the over stayed non local lecturer from the school and attached him in CEO’s office first and when it created a hue and cry he was later attached in Boys Higher Secondary School, Leh  adding to the humiliation of over stayed lecturers further, sources added.
Sources said that two non local principals one in Leh district and another in Kargil district who have stay of over three years and were not transferred despite their repeated pleas to higher authorities have gone into depression while at home their families are also disturbed. But there is no one to hear their woes in Civil Secretariat. Under such circumstances what attention can they pay in running the institution, sources added.
The issue figured in State Legislative Council also during the Zero Hour today where the Congress MLC Jhangir Mir took Government to task for delaying the transfer of over stayed non local principals and lecturers in Ladakh region. He said some of them have gone into deep depression and have become home sick due to inhospitable weather conditions and terrain in the region.
It may be recalled that the non Local gazetted officers  also held a protest demonstration at Polo Ground, Leh on October 3 to press their demand.
However when contacted the authorities in the Education Department said that Civil Secretariat has no role to play in it and the transfers of principals and lecturers are made only after the list is furnished from district authorities of Leh and Kargil.
