Promotions, postings and adjustments of officers in police department have landed in virtual mess. A farcical situation has cropped up in which officers promoted to senior cadres continue to function at lower posts which they have been holding prior to promotion order. This is contrary to good discipline of the force and is bound to demoralize the incumbents and adversely affect the functioning of the department. We should realize that in view of disturbed conditions of the State, there is heavy responsibility on the shoulders of police force and the cadres are performing their duty with utmost sense of patriotism even laying down their precious lives whenever a situation so demands. It is ludicrous that administration should treat the cadres in a manner that is least desirable or acceptable. Promotions in the police department are made only after the incumbents clear so many hurdles and stages to claim a higher position. Not adjusting them on higher positions to which they have been elevated by dint of merit is denial of their constitutional and civil rights as also provided under service rules. Who should be held responsible for this lapse and callous disregard of service rules?
The situation is bizarre when higher posts to which the officers have been promoted are lying vacant. Some of the positions and placements that should have been effected forthwith are so sensitive as to endanger the security of the State if left in a state of limbo and indecision. Post in several important and sensitive districts are presently vacant.
The Government should immediately relieve the promoted officers, post them at stations where vacancies exist and provide them the wherewithal so that they smoothly take to their duties and ensure smooth functioning of the administration is not jeopardized.
