JAMMU, Oct 28: Former MLA from Billawar and senior J&K Congress leader, Th Balbir Singh has been appointed as Congress observer for district Chamba by the party high command for the forthcoming Assembly elections in Himachal Pradesh.
Party sources said that induction of Balbir Singh has been made by former Union Minister and Member CMC, In-charge Himachal Pradesh, Rajeev Shukla (MP), as party observer to look after five Assembly constituencies of district Chamba for the ensuing elections in Himachal Pradesh.
