Tehsildar suspended, probe ordered

Srinagar, Oct 14: Divisional Commissioner Kashmir has suspended in-charge Tehsildar North, Srinagar, Mohammad Bashir Rather after preliminary inquiry has found him involved in multi-crore stamp duty scam.
The officer had passed orders on mutations on Hiba Zabani for 1787 kanals 7 Marlas 226 square feet of land during past two years. This has led to the loss to the tune of Rs 18.87 Crore to the State exchequer on account of stamp duty.
Sources said that the fraud was pointed out by Accountant General and Sales Tax Commissioner after the officer failed to provide them documents regarding the stamp duty during past two years.
The District Administration recently ordered a preliminary inquiry into the stamp duty case involving Tehsildar North. The preliminary inquiry was conducted by five member committee comprising two Additional Deputy Commissioners, two Assistant Commissioners and one Naib Tehsilar.
Sources said that after the preliminary inquiry committee submitted its report, Rather was placed under suspension and a formal inquiry was ordered into the fraud he has done.
Divisional Commissioner, Kashmir, Shailendra Kumar has constituted a 3-member inquiry committee to look into the involvement of in-charge Tehsildar North, Srinagar.
Commissioner, Survey and Land Records, Jammu and Kashmir will head the inquiry panel, whereas Additional Deputy Commissioner, Srinagar, GM Dar and Deputy Commissioner, Stamps, Commercial Taxes Department, Kashmir will be the members of the panel.
The terms of reference of the Committee for conducting the enquiry shall be the material facts as are contained in the communication from the Deputy Commissioner, Srinagar October 14, 2013.
The team has been asked to complete the inquiry within one month. The panel has to give its recommendations besides the instant case about the extent, gravity, financial losses to the State, violation of rules to evade taxes, rectification of records in the State and punishment to the guility.
