Rs 718.64 lakh Annual Plan for Kishtwar approved

KISHTWAR, June 14 : District Development Board Kishtwar, which met here today under the chairmanship of Minister for Higher Education A.G Malik, approved district annual plan (2012-13) of Rs 7186.44 lakh with Rs 2549.36 lakh as Revenue component and Rs. 4637.08 lakh as Capital component.
MP Ch Lal Singh, MLA Kishtwar S.A Kichloo, MLA Inderwal G M Saroori, MLC Syed Asgar Ali, District Development Commissioner Kishtwar Saleem Mohammad and SSP Kishtwar B.S Tutti, besides Head of Departments, District and Sectoral officers attended the meeting.
Reiterating the commitment of the Coalition Government headed by Omar Abdullah for equitable development of the state, Mr Malik said that creation of massive infrastructure in far flung and remote areas of the state was the priority of the Government.
He said focused attention was needed for effective implementation of developmental projects with special focus on health care, education, road connectivity, water supply, besides development of agriculture and allied sectors as these are key to socio-economic and social upliftment of the people.
Regarding infrastructure developmental activities, A.G Malik stressed upon the executing agencies to ensure time bound completion of proposed works in the district. He said that proper planning and effective implementation of the schemes was vital to ensure that the benefits reach to targeted population.
He stressed upon the officers to ensure development of neglected areas, particularly hilly and far flung areas of the district. He said that decisions taken in the DDB meeting should be implemented in letter and spirit and directed the officers to prepare plans as per requirements of the public. The Minister asked Education Department to come up with an attractive proposal for contractual engagement of teachers in the district to meet shortage of staff in the schools. He also called for rationalisation of the teaching staff by shifting additional staff from schools, if any, to the institutions facing deficiency.
Asserting that Education was key to development, Malik called for strengthening Village Education Committees (VECs) for better regulation of the local schools. He said that suggestions from the elected Sarpanchs/ Panchs and People at large would be of great help to improve and strengthen the education sector in the district.
MLA Kishtwar S.A Kichloo, MLA Inderwal G.M Saroori, MLC Syed Asgar Ali, projected various issues and demanded recommendations from the DDB on matters of public importance. They said that there was need for immediate repair of Water Supply Schemes and proper distribution of drinking water supply in the Kishtwar and adjoining areas, while various WSS schemes in Inderwal needs funding to make them operational. They also demanded assessment of damages caused due to flash floods at Ongaie village in Padder Tehsil.
Regarding Naigad- Kishtwar WSS, SE Hydraulic informed the meeting that joint inspection by PHE and Forest Department has been conducted and the report will be submitted in two weeks time. Regarding construction of new filtration plant in Kishtwar it was informed by SE Hydraulic that place for construction of plant will be soon identified. Regular salaries for HR and Daily wage workers of PHE Department was also demanded.
Reviewing Power sector, the Chairman directed the concerned agencies to cover all un-electrified / left out villages under RGGVY. He also directed PDD authorities to ensure improvement of HT and LT network and Replacement/ repair of transformers in the District besides replacement of rotten poles and barbed wires must be made as soon as possible.
While reviewing the Health sector Mr Malik directed Director Health Jammu to fill all the vacant posts of Doctors and Para-Medical staff in the District Hospital as there is dire need of medicare facility in the DH Kishtwar. He also directed of CT Scan facility and provision for Critical Care Ambulance in the district Hospital as soon as possible.
The DDC projected various public demands which include Rs 21.21 crore required for establishment of Air Port for which land measuring 487 kanals stands identified, Sanction of Helicopter Service to Dacchan, Marwah, Warvan and Machail areas. Start of work on construction of Singpora-Vialoo Tunnel, Commercial exploitation of Sapphire Mines in Padder, Creation of Tourism Infrastructure to attract national/ International tourists to the district , funds for construction of Polytechnic College Building Kishtwar, Land compensation funds for University Campus Kishtwar, Identification of land for Residential accommodation for District Officers/ Officials at Kishtwar, Requirement of Rs 14.63 crore for construction of under-ground parking at General Bus Stand Kishtwar.
