Lack of funds hit development of crematoriums, graveyards

Ward 32: No work on drainage system, blacktopping in extended area

JAMMU, Nov 21: Though over four years of the mandated tenure of five of the elected body of Jammu Municipal Corporation (JMC) have passed, the drainage and blacktopping work in the extended portion of Ward number 32 is yet to see the light of the day.
This was informed by Sat Paul Karlupia, elected JMC Councillor from Ward number 32 who informed that extended areas of the Ward include Pouni Chack, Kharian, Trilokpur, Seora, Rakh and Santra Morh while other areas in the Ward are Mohalla Exchange Tallab Tillo, Vishal Nagar, Vijay Nagar, Saini Mohalla, Gujral Mohalla, Munshi Chack, Saini Enclave, Bank Colony, Govind Nagar, Amar Colony, Aman Vihar, Ahinsa Vihar, Jain Nagar, Indira Colony, Sundar Nagar, Himmat Colony, Om Nagar, Ajit Colony, Ladakhi Colony, Tulsi Vihar, Gulami Chack, Shiv Vihar, Rakwal Paddar, Band Waziran, Band Brahmana, some portion of Hazuri Bagh, Bagh Bain, Sharika Nagar and Gole Panj Peer.
Karlupia, who politically belongs to BJP and is a first time Councillor informed that blacktopping and lane-drain works are only 20 per cent complete in rest of the Ward (other than the extended portion) due to scarcity of funds.
He said that of the total requirement only 70 per cent Street Lights have been provided in his Ward of which 30 per cent are non-functional and the concerned agency responsible for repairing these lights least bothers to correct the snag to make these lights glow again.
The Councillor said that there are three Nallahs in his Ward which could not be repaired due to shortage of funds and consequently these big drains cause floods in rainy season every year and the water enters adjoining houses causing damages.
He said that replacement of water supply pipes in the Ward also could not be done due to shortage of funds and because of the ongoing official red tape existing in the offices of concerned authorities.
Karlupia informed that Ward number 32 is a big one and therefore it needs more funds for its proper development.
“My Ward has been given 38 Safai Karamcharis but there is a need of 70 as it has a vast area but still using the available team of Safai Karamcharis judiciously, I have maintained proper cleanliness in the Ward,” he maintained adding: “The autos moving from door-to-door to collect the household garbage are doing a good job and to a large extent these have solved the problem of garbage disposal in the area.”
The Councillor claimed that a mere 30 per cent developmental works have been done in his Ward and these include construction and repair of lanes and drains etc.
He informed that there are three parks in the Ward which are poorly developed and have no lights but some of these parks have open air gyms.
Karlupia underlined the need of gardeners to take proper care of these parks and further said that there is a playground in the Ward whose 12 kanal of land has been encroached.
“The sewerage network is a total failure in Ward 32 as rather proving to be a facility for the locals, it has become a source of nuisance as blockages in its pipes often leads to overflow of litter from manholes which spreads on streets and roads leaving problems for the passersby and the locals while the sewerage agency dug streets and roads and failed to properly repair them which further led to the problems,” he continued.
The Councillor stressed on the need of fogging in the area and claimed that the same has been done only in his Ward.
“There are five crematoriums and two graveyards in my Ward and none of these is development due to lack of funding from the concerned agencies,” Karlupia said adding that the Ward lacks a Community Hall and public toilet.
He said that the Ward has many wells and only two ponds at Tirlokpur and in Pouni Chack while for Tirlokpur pond Rs. 1 crore has been sanctioned under Smart City Project to develop it in a proper way.
“Many cases of thefts of iron gratings from drains have been reported from the Ward while drug addicts and peddlers are also very much active here especially at Gole Panj Peer area for which the police is already on job,” the JMC Councillor claimed.
He also said that he helped many old age persons, widows and physically challenged persons to get pension but the newly introduced rule for these pensions exclusively to Below Poverty Line (BPL) people is creating problems.
The Councillor also claimed that these days there are lot of problems in getting BPL Ration Cards and in bifurcation of the Ration Cards.
