Govt issues over 1.58 lakh quintals of food grains under PMGKAY for Valley

ADs to encourage migrants to use ONORC portability

SRINAGAR, Dec 3: The Government has ordered release of over 1.58 lakh quintals of food grains which includes 1.49 lakh quintals of rice and nearly 9,000 quintals of wheat for free distribution in December under Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY).
In this regard, the Food, Civil Supplies and Consumer Affairs (FCS&CA) Department informed that the sanction has been given to the distribution of the food grains under the scheme in Kashmir to the NFSA beneficiaries-AAY and PHH categories-under 5 Kg per person free of cost for December under PMGKAY phase VII.
Under the allocation, 27720.61 quintals of rice have been allocated for the beneficiaries under AAY while at the same time; 1555.23 quintals of wheat have also been allocated for the beneficiaries under the category in Kashmir.
Further, 121890.48 quintals of rice have been allocated for the beneficiaries under the PHH category while 7322.10 quintals of wheat have also been allocated.
All the Assistant Directors of FCS&CA across the Kashmir division have been directed to lift the entire net released quantity for December 2022 at the earliest and ensure its dispatch to the respective sale outlets for its further distribution amongst bonafide rationees within the validity period through PoS devices only.
It has also been stated that the allocated quantity shall be lifted from the specified loading point within the stipulated time frame and that the allocated quantity should be distributed free of cost to AAY and PHH beneficiaries only as per the prescribed scale conveyed by Administrative Department through POS devices only.
The Assistant Directors have been directed to give wide publicity about the additional allocation under PMGKAY and encourage migrant beneficiaries to use the facility of portability under the One Nation, One Ration Card (ONORC) and that the monthly lifting, and off-take statements, as has been directed, should invariably be furnished to the FCS&CA in time without any fail.
The Assistant Directors have been directed to draw advance centre-wise roasters/requirements at different commodities as per the format in vogue and submit a copy of the same to the FCS&CA far prior approval before the issuance of ration among the beneficiaries.
At the same time, it has been stated that the concerned officials in the district will be responsible for proper distribution among the bonafide consumers on monthly basis and shall keep strict vigil against pilferage at any sale outlet and will also furnish the information regarding the daily lifting anti dispatches of food grains to the FCS&CA without any fail.
Further, the FCS&CA stated that the un-lifted quantity, if any, owing to failure by any District, shall be correspondingly deducted from the next month’s allocation and the un-lifted quantity shall not be re-allotted during the next month, while it has been noted that the under-scaling of the rations, in any, will be treated as misappropriation and embezzlement.
