Non issuing SRO for already approved ACP for enggs unjust

SRINAGAR, Dec 4: The Joint Action Committee (JAC) of various Engineering graduates associations Civil, Mechanical and Electrical wings held a meeting with participants from both the provinces of Jammu and Kashmir today in which , Nisar Amin (President JKCEGA), Firdous Ahad Bhat (President, JK MEGA), Peerzada Hidyatullah (General Secretary, JKEEGA), & .Sachin Tickoo (President JKEEGA) participated and discussed threadbare the casual approach of the Government in resolving legitimate issues of the assured career progression and Grade Pay 4260 for Engineering community.
The JAC, though welcomed recent the circular issued by GAD vide OM No. GAD -SERVOGENL/46/2022 DATED 28/11/2022 for seeking status of Assured Career Progression Scheme from respective Principal Secretaries but also expressed surprise and displeasure over the Governments silence and non-seriousness in issuing the SRO for the ACP Scheme of already approved for the engineer’s way back in 2017.
It is demoralizing the engineers, who are the backbone of the developmental machinery, that in spite of the scheme being announced on the floor of the house and then being approved by the Government of the day, the formal orders by virtue of an SRO are not being issued from last five years. It is a grave injustice with the engineering fraternity that even after the reorganization of State and the role of engineers in the developmental activities has been appreciated by one and all have to face administrative apathy and have been left in lurch. The matter of Grade pay clarification of 4260 in favour of Junior Engineers is pending for orders in Finance Department since last so many years and Engineering fraternity is suffering at large.
The JAC sought an appointment of Lt Governor, Manoj Sinha also appealed to Advisors of the concerned Engineering departments, Chief Secretary J&K and concerned Administrative Secretaries of all the engineering departments to resolve the decades old demand of implementation of ACP of the engineers so that the morale of engineers is raised for better public deliverance.
The JAC appealed the administration for issuance of SRO of already approved ACP immediately so that suffering of engineers due to non availability of time bound grade promotion in stagnation where almost 76% of engineers working on AE or AEE posts at present will not get any functional promotion owing to the very limited sanctioned strength of posts at Executive Engineer, Superintendent Engineer and Chief Engineer level at top.
