According to the verification conducted by Vigilance Organization into the allegations of misappropriation of funds by J&K Cooperative Housing Ltd Jammu, Brij Bushan Sharma, the then Managing Director of the Corporation, Chander Shekhar and others hatched a conspiracy and subsequently misappropriated an amount of Rs 57.65 lakh on account of purchase of land measuring 1559 kanal situated at village Kaluchak and Dilli adjacent to Apna Vihar Colony.
In response to Resolution No 82 dated 25-10-1999 passed by Jammu Cooperative Housing Building Society Ltd, Brij Bushan Sharma, the then Managing Director started the process of purchasing land through a private person namely Chander Shekhar and released an amount of Rs 57.65 lakh in his favour in 23 installments during the period from March 20, 2001 to March 13, 2002 without getting any possession/ownership rights of land in favour of JKCHC Ltd.
On July 26, 2000, the deed of agreement signed with the authorities of J&K Cooperative Housing Corporation Ltd was made deceitfully and dishonestly by Chander Shekhar by posing himself as lawful attorney holder of 1559 kanal land situated at Kaluchak and Dilli belonging to different land owners.
On the basis of this, J&K Cooperative Housing Corporation Ltd Jammu managed to get guarantee agreement from Government to get the loan of amount of Rs 810.70 lakh from HUDCO on March 30, 2011. Out of sanctioned loan an amount of Rs 57.65 lakh was given to Chander Shekhar without transferring the right of owner.
