Govt nod to Rs 11 cr for makeshift arrangement at GMC Udhampur

H&ME aiming to start first batch of MBBS soon

SRINAGAR, Dec 22: The Government has accorded sanction to the release of funds for the construction of a makeshift arrangement for starting of the first batch of MBBS at the new Government Medical College in Udhampur.
In this regard, as per details, Health & Medical Education (H&ME) Department has sanctioned the release of over Rs 11 crore 39 lakhs for the construction of the arrangement so that the first batch of the MBBS is started at the earliest.
The Administrative Approval to the sanction of funds has been made subject to the adherence to the conditions which include that the works should be executed strictly as per the approvals granted and reflected in the original DPR duly vetted by Development Commissioner Works within the approved cost.
It has been directed that the proposals should be strictly devised and designed as per the latest relevant I.S codes and specifications of PWD/CPWD and that the same is authenticated and proof checked by the competent authority (NIT/ DIQC), before taking up execution in hand
“The Electrical/Mechanical/ Electronic Components are authenticated and must be and technically vetted by the competent authorities of the relevant field and the standard specifications should be followed as per CPWD, NBC and I.S standards,” the directives stated.
It has also been stated that the specifications which have been defined in the CPWD Plinth Area Rate Schedule for the type of structures, proposed in the DPR, should be followed and adopted for the execution of the works.
Further, it has been noted that the rates for the items, not covered in JKSSR or any other relevant Schedule, shall conform to the analysis of rates based on an authentic Data Book, which needs to be computed and approved by the Competent Authority well before the invitation of tenders under set codal procedures.
As per H&ME directives, the lump-sum provisions, either in terms of percentage or fixed as made for certain components of the DPR are provisional and have to be subject to detailed estimates based on actual design details/requirements and relevant rates, which need to be framed and approved by competent authorities well before the invitation of tenders following set codal procedures.
It has been noted that the cost for furniture in the DPR is provisional and shall be procured from Govt. e-Market (GeM) in terms of the relevant provision of GFR 2017, while it has been underlined that the e-tendering mode must be followed strictly for fixation of the award of contract for execution of the project and that the fragmentation of the project while tendering, is not allowed at any cost.
It has been directed that the building plan and other relevant drawings of the project must be authenticated by the competent authority well before the execution of work and that there must not be any cost/time overrun involved in the project with strict adherence to the deadlines.
