JAMMU, Jan 27: Jammu and Kashmir Government has accorded the sanction for the constitution of Revamped Union Territory Forest Development Agency (UTFDA), UT Steering Committee and District Steering Committee(s) for the effective planning, implementation, and monitoring of the National Mission for Green India (GIM) in the UT of Jammu and Kashmir.
As per an order, the Revamped UT Forest Development Agency (UTFDA), headed by the Lieutenant Governor, Jammu and Kashmir and assisted by Chief Secretary among others as member(s) shall provide the overall guidance for the National Mission for Green India in achieving the desired goals and objective and oversee the implementation of the board policy framework in achieving the mission goals and objectives.
“The committee shall meet at least once a year,” read the order.
The order further said the Union Territory Level Executive Committee headed by Administrative Secretary, Department of Forests, Ecology and Environment, shall prepare the UT APO and submit the same to UT Screening Committee for finalisation, give technical approval of District Level APOs, prepare annual reports of the UT GIM, ensure programmatic convergence at the LI landscape level and provide technical guidance for the implementation of GIM.
“The committee shall meet at a frequency to be decided by the UT Government but at least twice in a year,” read the order.
It said the UT Steering Committee headed by the Chief Secretary, Jammu and Kashmir, shall provide overall guidance and synergy with other programmes so that inter-dependent coordination and convergence can be ensured, finalise the perspective plan for each LI landscape in the UT and forward it to the Government of India, finalise the APO of the UT Mission and forward it to the Government of India for approval, monitor the progress of the utilization of funds released by the UT GIM and work as Empowered Committee for financial sanctions and approvals at the UT level in accordance with the guidelines issued by MoEF&CC from time to time.
The UT Steering Committee shall meet at least once in six months, ordered the Government.
The order added that the District Steering Committee(s) headed by the District Development Commissioner(s) shall provide proper coordination between implementation structures like IWMP, NRLM, MGNREGS and GIM.
