H&ME Deptt releases Rs 16 cr under ‘National Ayush Mission’ for J&K

Srinagar, Feb 7: The Health & Medical Education (H&ME) Department has released over Rs 16 crore under Centrally Sponsored Scheme National Ayush Mission (NAM) for the year 2022-23 to be utilized in J&K.
The released funds have been kept at the disposal of Director Ayush, J&K, Jammu for different expenditures which include general expenditure-which is recurring-and for the creation of Capital Assets, which is non-recurring in nature.
As per details, for general expenditure (recurring) under the NAM, over Rs 8.21 crore have been released while as for the Grant for the creation of Capital Assets, Rs 8.1 crore have been kept at the disposal of the Director Ayush, J&K.
It has been stated that the advance drawl of 16.31 crore has been approved for the e-transfer of funds into the Single Nodal Account of NAM Scheme (J&K AYUSH Society) for utilization during the current financial year 2022-23.
The release of funds sanctioned has been made subject to several conditions which include that the expenditure shall be made strictly according to the classification given, under which funds have been authorized by the Finance Department.
The H&ME has directed the Treasury Officers not to entertain bills without complete classification under which funds have been authorized by the Finance Department.
Drawing and Disbursing Officer (DDO), it has been noted in the conditions laid, shall complete all codal formalities before the presentation of bills at the Treasury, while it has also been directed that the Treasury Officer shall not allow parking or drawl of kinds in the Civil Deposit without prior concurrence of the Finance Department.
The Director, Ayush, J&K has also been directed to send a status report about the scheme in terms of physical and financial progress made during the current financial year, apart from forwarding the Utilization Certificate (UC) of the funds as early as possible and positively before 31-03-2023 to Govt. of India in the prescribed format under intimation to H&ME Department
H&ME has further noted that all the sanctions, as well as approvals and clearances, shall be in place before the drawl of money from the treasury, while as the Director of Finance, H&ME will have to vouchsafe the availability of funds on the BEAMS portal and accordingly release the funds to the concerned.
