All vacancies to be filled up in calendar year
Guidelines being released for use of SM by officials

JAMMU, Feb 18: The Jammu and Kashmir Government will now have a calendar for filling up of all vacancies in the Government departments in every financial year and the departments have been asked to refer all vacancies by 31st March. The Government has also created three Levels of disposing files under which very important files only will go to the Lieutenant Governor while rest will be disposed of by the Chief Secretary and Administrative Secretaries leading to early disposal of cases.
Official sources told the Excelsior that the Government, in a major decision aimed at helping the unemployed youth, has directed all Government departments to refer all vacancies by 31st March of every year.
“All such vacancies will be filled up in a calendar year beginning April 1. All out efforts will be made that the vacancies advertised are filled up in the same year with timelines fixed for written tests and other processes,” they said, adding the unemployed youth aspiring for the Government jobs will be well aware in advance about the vacancies for the year and will prepare themselves accordingly.
However, if some vacancies are to be filled up in emergency mode, they will be an exception, they said, adding number of such vacancies will be bare minimum.
The Government has directed all the departments to undertake exercise for current year immediately to meet the timelines and guidelines/regulations so that all vacancies arising out in the departments are referred by March 31.
“The annual calendar will ensure that vacancies which accrue in the calendar year, are referred to Jammu and Kashmir Services Selection Board and Public Service Commission, as the case may be immediately after start of the calendar year,” sources said.
In another significant decision, the Government has decided that important files will be categorized as Level 1, II and III.
“Very important files will go the Lieutenant Governor for taking decision which will fall in Level-I, while Level-II files will be disposed of by the Chief Secretary and Level-III files by the Administrative Secretaries. The step is aimed at ensuring early disposal of the files,” the sources said.
It has been observed that some files which can be disposed of at the level of Chief Secretary or the Administrative Secretaries were also been sent to the office of the Lieutenant Governor. Similarly, the files a decision on which could have been taken by the Administrative Secretaries were sent to the Chief Secretary.
“The process now will be streamlined,” they said, adding this will also result into speedy decisions.
Meanwhile, the UT Government will be shortly coming out with guidelines to see to it that the Government employees don’t violate the Conduct of Rules while using the Social Media for posts.
“If any Government officer/official is found violating the Conduct of Rules, an inquiry will be initiated against him which will be followed by action,” the sources said.
The guidelines are being drafted and will be out shortly, they added.
As per the sources, release of the guidelines was necessitated as some Government employees are found openly criticizing and commenting adversely on the Government policies/achievements on the Social Media platforms.
The Administrative Secretaries will also be monitoring Social media networks on regular basis to identify the employees criticizing the Government policies/achievements on Social Media platforms.
A detailed set of guidelines in the form of a Circular will be issued shortly by the General Administration Department (GAD), sources said.
