Traffic chaos in Jammu city

Sir,
Jammu, the winter capital of J&K State, usually known as the City of Temples now deserves to be named as the City of  Traffic Jams. Mismanagement of traffic by the concerned department, is responsible for jams that are seen on busy markets viz Raghunath bazar, Puraani Mandi, Link road, Moti Bazaar near Sabzi Mandi, Jain Bazaar, Pacca Danga and almost every nook and corner of the city.
Although there’s an increase in vehicles on roads but still traffic Department lacks policy to avoid these Traffic Jams and chaos. Most of the times, the vehicles of VIPs and government vehices are usually seen in link road and Jain Bazaar area and the VIPs vehicles are parked on the busy roads, while the drivers wearing smart caps sitting in vehicles do not bother to park their vehicles at a place which does not affect others. To ask the driver any query about wrong parking with the result huge jams.
There is no check on all this. Are government vehicles and Laal Batti vehicles authorised to ply in busy markets in the late evenings? Who will dare to control this menace? We often read in newspaper that traffic police has imposed strict action on auto rickshaws ie., to charge as per metre readings but only defunct metres are fitted on autos and auto drivers charge as per their wishes creating problems for public at large. The autho drivers are often seen arguing with the passengers about fare but  there’s no remedy.
Traffic department is silent on all these  happenings. Sometime back, traffic  signal lights were installed in the city but most of them have failed and others are on blink mode making mockery of the system. It was decided sometimes back that flyovers will be constructed to maintain flow of traffic in the city but till now no progress seems on this front progress seems.
To control Traffic Jams, firstly there should be strict action on traffic rules violaters, then one way traffic should be maintained strictly on busy markets, banning luxury vehicles  and other light four vehicles to ply on these roads in peak hours noon and evening. To avoid all this mess in the city the need of hour is strict implementation of road rules.
