Budget: Income tax benefits, support to women entrepreneurs among expectations

Ever since the erstwhile state of Jammu and Kashmir paved the way for two UTs, consistent efforts have been made to ensure transparency and financial restructuring. In the process, all three tiers of Panchayati Raj have been put in place, and enough finances have been made available at their disposal for overall development at even the village level. However, Jammu and Kashmir is a vast UT, and there are certain overlaps about jurisdiction over works and budgeting. The administration has taken note of it and has come up with a solution, switching to a scheme-based budgeting system under DP and UTLSPs from this financial year. Various schemes have been notified in detail, including which scheme is to be taken under the District Plan (DP) and which under the Union Territory Level Sectoral Plans (UTLSPs). For better coordination and clarity, all panchayat level plans and block level plans have been subsumed in the district plan, while the UT level plan will comprise resources related to functions that are not devolved to the PRIs or are inter-district plans. The whole purpose is to streamline the development work and fix responsibility and accountability. With enough funds at their disposal and marked lines for implementing different government schemes, the administration plans to achieve new heights in development and governance. Authorities are well aware of the existing bottlenecks, and this scheme-based budgeting process for the next financial year is the right step to overcome hiccups. With e-Governance in place, more stress is on delivering as per the expectations of the people of Jammu and Kashmir, and these scheme-based work allocations will give a major boost to the development works. Members of all three tiers of Panchayati Raj now know the various schemes assigned to their area of work. With clarity in place, there will be a major push to implement schemes well in time. More schemes and more funds result in more development. The mantra is simple.
