Accountability in Administration

Sir,
Ref. news item, “Several DC’s pulled up” in DE 09-11-2013. Had there been accountability in the true sense of the term in the State, there would not have been unnecessary and uncalled for delays in the submission of details of S.P.A. (special plan assistance). The delay in the submission of such reports sometimes cause loss to the concerned. It reflects the lackadaisical approach in the functioning of offices. Same is the case with the unlawful functioning of hundreds of B.Ed colleges and a huge scam running in crores has been unearthed. The adherence to accountability will go a long way in solving the problems pertaining to public welfare.
Many a time the centre issues some guidelines pertaining to fulfillment of some centrally sponsored schemes but the same get shelved under the carpet because of lack of accountability. Accountability is of paramount importance for all the executives, officers, officials working in various departments from the lowest rug to the highest. Some time the Ministers on tours to various places announce some important welfare measures and  schemes but quite often it has been seen that the same remain confined to mere announcements and no steps are taken for proper implementation of the same, again not being accountable to higher officers. So in order to get works done to the entire satisfaction of public, accountability should be there, otherwise there will be mess and confusion.
