Sub-Committee constituted for restructuring J&K EDI

JAMMU, Apr 6: Government of Jammu and Kashmir today ordered constitution of a Sub Committee for conducting a preliminary study and detailed examination of documents dealt by J&K EDI to facilitate the Restructuring Committee of J&K in arriving at suggesting corrective measures and decisions.
Headed by the Secretary, I&C Department, J&K, the committee shall suggest modification/updation required in the JKEDI Vision Document 2030. It shall examine if implementation of Vision Document necessitates framing of recruitment rules, process of appointment and the eligibility criteria for the posts and promotion norms.
Further, the committee shall examine the expansion of staff by J&K EDI without approval of Government. It will study the mandate and technical expertise with J&K EDI in implementing NMDFC Term Loan Scheme, Education Loan Scheme or any other money lending scheme.
The committee will revisit G.O. No. 52 Ind of 2010 dated 03.03.2010 vis a vis mandate of J&K EDI as per its Article of Association for implementation of loan schemes of NMDFC and suggest modification under norms. It shall verify if JKEDI has recovered the soft loan given under Seed Capital Fund Scheme and Youth Start up Loan Scheme given by it and returned it to Labour & Employment Department which is implementing the scheme now and suggest way forward if recovery is pending.
The Sub-Committee will also examine the issue of withholding of 20 percent net salary of employees of J&K EDI since May 2021 by the then Director in view of capping of GIA to Rs 4 crore only for 56 posts approved by Government and suggest measures to resolve the issue.
Besides, the committee shall examine norms for recruitment of CEO for AIC J&K EDI Foundation and as per GoI NITI Aayog and accordingly suggest reconstitution of its Board of Directors.
Director J&K EDI is Member Secretary of the Sub-committee while Director Finance, I&C Department, J&K; one representative each from Labour & Employment Department and the Department of Law, Justice & Parliamentary Affairs and Deputy Director Planning, I&C Department, J&K are members of the sub-committee.
