JAMMU, Apr 24 : JKPCC chief Vikar Rasool Wani has said that a fully empowered three tier Panchayat Raj system was the most revolutionary step of the Congress party under the leadership of Rajiv Gandhi in the history of democracy of the country, thereby the power was transferred to the people at the grassroot level besides ensuring the adequate representation of women, SCs and STs.

Welcoming a prominent leader and founder member of Azad led DPAP, and DDC Member from Fristal, in district Kulgam Anayatullah Rathar into the Congress party, JKPCC chief said that Rathar has chosen the occasion of Panchayat Raj Day, being himself associated with the Panchayat Raj system. His re-entry into the party will strengthen the Congress in the region, since he was long associated with the party and was District president also in the past.
Wani said that the biggest gift to the people after attaining freedom, was the introduction of 73rd and 74th amendment of the constitution by Late Prime Minister Rajiv Gandhi which gave constitutional status to the Panchayats and Urban bodies besides ensuring 33% reservation to the women and proportional representation to the SCs and STs in the 3 Tiers Panchayat Raj System in the Country . He said that it was Narsimha Rao Govt which carried forward the amendments and implemented on this day in 1993.
In Jammu and Kashmir the entire spirit of 73rd and 74th amendments were incorporated and implemented by the Congress party in coalition with PDP and NC , from time to time from 2002 onwards to March 2014, when all remaining provisions were incorporated through a legislative amendment during Congress NC Government.
Wani questioned the mysterious silence of the PM Modi over the startling revelations of the then Governor of Jammu and Kashmir and a close aide of Prime Minister Modi, Satya Pal Malik, over the Pulwama attack and the issues of corruptions, Wani said that the issues raised by him can’t be brushed aside or put under the carpet as this is the question of National security besides putting the lives of 2500 jawans into risks out of which 40 Jawans were martyred. He was asked to keep quite over the issue of failure of the government to ensure their safety and the serious security lapses in protecting their convoy and unfortunately nobody answered the questions raised by Malik. This is a very serious matter besides matter of huge corruption raised by him.
Wani was flanked by chief spokesperson Ravinder Sharma, senior leaders Th Balwan Singh, Ved Mahajan besides Anayatullah Rathar, Pranav Shagotra, Narinder Gupta and others.
