SRINAGAR, Apr 25: In a significant development, the School Education Department today directed private schools operating on ‘Government land’ to admit 25 percent of their students from weaker sections of society in their catchment areas.
In this regard, the Director of School Education Kashmir (DSEK) sought a list of all private schools functioning on ‘Government land’ and ordered their management to compulsorily admit 25 percent of students from weaker sections from their catchment areas.
The DSEK has sent a communication to the Chief Education Officers of the region, urging them to implement the free and compulsory education provisions under Section 12(1) C of the Right to Education Act 2009. “All those private schools which are functioning on State land shall compulsorily admit the 25 percent of students from weaker sections of their catchment area by properly publicising the admission,” it read.
The DSEK clarified that all private unaided schools have a responsibility to provide free education to children from weaker and disadvantaged sections and must admit at least one-fourth or 25 percent of the total strength of class-I or pre-school education. Furthermore, private schools that function on State land must comply with this order by properly publicising admission.
The DSEK has requested that all the CEOs immediately provide a list of all private schools functioning on Government land. It is pertinent to note that under Section 12 (1) (c) of the RTE Act 2009, private unaided schools are responsible for admitting at least one-fourth of the total strength of class I or pre-school education from weaker and disadvantaged sections of society.
