PK welcomes Modi’s statement on Article 370

JAMMU, Dec 2: The Political Affairs of Panun Kashmir (PK) in its meeting here today to discuss the challenging political situation in the State with one voice welcomed the statement of BJP Prime Ministerial candidate Narendra Modi on Article 370 which he made while addressing a mammoth rally here yesterday.
The meeting was chaired by M L Raina chairman PAC and it was addressed by PK president Ashwani Kumar Chrungoo, Virender Raina, Upinder Kaul, Kamal Bhagati, Vijay Qazi, N M Gadroo, Ramesh Kaul and Sanjay Bhat.
Mr Chrungoo in his address said it needs to be clarified that Article 370 is a temporary provision in the Indian Constitution which was never intended to be a permanent statute. In the debates leading up to framing of the Constitution, the members of the Constituent Assembly never favoured it as a permanent feature. So much so that Pt. Nehru while referring to the Article said that it will get eroded of its own over a period of time, he added.
He said the Article 370 has always nourished a feeling of separation among a certain section of population giving rise to fissiparous  tendencies. Moreover, it has provided Constitutional justification for nourishing separatism in the Jammu and Kashmir. It has led to belief that the J&K can be put outside the Constitutional organization of the Union of India through the State being the part of the Territory of India.
A debate, of course on the issue of Article 370 is inevitable in the current political context.
Virender Raina said the so called package for the return for displaced Pandits has not taken into account the ground realities exiting in Kashmir. The package lacks the substance and is replete with infirmities. He said the community has fate of previous packages in front of it and the current package does not inspire any confidence in the displaced community.
