Winter session to be stormy with Oppn all braced up to corner Govt

NEW DELHI, Dec 4:  Winter session of Parliament opening  tomorrow is expected to be stormy with the Opposition bracing  itself to corner the government on various issues, including price rise, internal security and safety of women.

Principal Opposition party BJP is also going to put a stiff resistance to the Prevention of Communal and Targeted Violence (Access to Justice and Reparations) Bill which the government would try to push through in this session.

This session would be last one with legislative business for the present government whose term expires in May in remaining one session before general elections, the Government would be seeking only a vote on account.

That is why the UPA government has a heavy legislative agenda in this session, though the session is short with only 12 sittings.

The Left wants discussion on the Muzaffarnagar violence and the

state of economy, while the Samajwadi Party which is extending support to the government from outside, has declared that it would oppose tooth and nail the Women Reservation Bill and the bill for Reservation in Promotion of Scheduled Castes and Scheduled Tribes.

The BJP has also announced that it would oppose the proposed Constitution Amendment Bill for giving effect to the land boundary

agreement with Bangladesh.

Instead, the BJP wants the Telangana Bill, which is not ready yet, to be introduced without delay.

The parties made their stances clear at the all party meeting convened by Parliamentary Affairs Minister Kamal Nath on Monday.

Prime Minister Manmohan Singh, emerging after an all-pary meeting convened by Speaker Meira Kumar yesterday, said his government was committed to forming Telangana and it would be their efforts to make full use of due process of law to ensure that a Telangana state was formed.

Leader of House in the Lok Sabha and Union Home Minister Sushil Kumar Shinde also assured the Opposition parties at the all-party meeting that the Cabinet would clear the Bill at the earliest and send it to President Pranab Mukherjee for his assent for presenting it in the House.

During which the government would try to pass the Women Reservation Bill and the Lokpal Bill which have been passed by the Rajya Sabha and Lok Sabha respectively.

Leaders of various political parties at yesterday’s meeting convened by Ms Kumar demanded that the duration of the session be extended to complete the legislative agenda.

The legislative business of Lok Sabha includes consideration and passing of 22 bills currently pending in Parliament and introduction of five new bills. Two other bills are listed for introduction, consideration and passing during the session.

There are several new bills proposed to be introduced in the Lok Sabha in this session.

One of them is The Re-Adjustment of Representation of Scheduled Castes and Scheduled Tribes in Parliamentary and Legislative Constituencies (Third) Bill, 2013, which would replaces an

ordinance to provide for readjustment of seats in Lok Sabha and state legislative assemblies by the Election Commission.

Besides, The Securities Laws (Amendment) Bill will be brought in to widen the definition of collective investment schemes, enhance powers of SEBI  for search and seizure and set up special courts to try offences.

Other bills listed for introduction are The Coal Regulatory Authority Bill, 2013, which seeks to establish an independent regulator for the coal sector, The Electronic Delivery of Services Bill, 2013 (introduces a new bill to address the Right of Citizens for Time Bound Delivery of Goods and Services and Redressal of Their Grievances).

One of the important one among the new bills will be The Constitution (119th Amendment) Bill, 2013, which implements the India-Bangladesh Land Boundary Agreement, 1974 and Protocol to the Land Boundary Agreement, 1974).

Besides, the Government will also introduce the Public Debt Management Agency of India Bill, 2013 (Establishes the Public Debt Management Agency of India, and The HIV/AIDS (Prevention and Control) Bill, 2013, which addresses stigma and discrimination related to HIV.
