Fresh committee framed for engagement of consultancy

JAMMU, May 29: Announced in the month of September 2021, Jammu and Kashmir Industrial Development Corporation (JKIDC) is yet to be established by merger of State Industrial Development Corporation Ltd (SIDCO) and Small Scale Industries Development Corporation (SICOP).
In month of September 2021, the Administrative Council gave nod to the establishment of J&K Industrial Development Corporation along with merger of SIDCO and SICOP in it and accordingly vide Government Order No.877-JK(GAD) of 2021 dated September 8, 2021 sanction was accorded to constitution of a committee for proposing roadmap for establishment of Jammu and Kashmir Industrial Development Corporation (JKIDC) as per provisions of amended J&K Development Act.
On the recommendations of the committee the statutory and supplementary accounts of both the Corporations were audited, which were pending since 2012-13, and thereafter exercise was set into motion for completion of formalities with regard to human resource of both the Corporations, their assets and liabilities.
Vide Government Order No.08-JK(IND) dated January 6, 2023, a committee was constituted for engagement of services of consultancy company/firm for working out modalities for incorporation of J&K Industrial Development Corporation by merger of J&K SIDCO and J&K SICOP.
The committee comprising of several officers was directed to facilitate in carrying out the technical evaluation based on the presentation as per the proposal submitted in response to the Request for Proposal (RFP). Moreover, the Member Secretary of the committee was directed to provide all details and Terms of Reference of the RFP to the committee in advance.
Now, one more committee of officers has been constituted vide Government Order No.126-JK(IND) dated May 24, 2023 for engagement of services of consultancy company/firm for working out modalities for incorporation of J&K Industrial Development Corporation by the merger of J&K SIDCO and J&K SICOP.
The committee has been directed to facilitate evaluation as per the proposals submitted in response to NICSI’s request. Further, Director General (Codes), Finance Department and a representative of Department of Law, Justice and Parliamentary Affairs (now below the rank of Additional Secretary) will be special invitees to the committee.
Once established, the Jammu and Kashmir Industrial Development Corporation will assist in the rapid and orderly establishment and organization of industries in industrial areas in the Union Territory of Jammu and Kashmir. Moreover, it will establish and manage Industrial Estates at place (s) selected by the Government; develop industrial area selected by the Government for the purpose and make them available for undertakings to establish themselves; develop land on its own account for the purpose of facilitating the location of industries and commercial centers thereon; undertake schemes for providing industrial units and commercial establishments with such structures and facilities as may be necessary for their orderly establishment, growth and development.
Further, the Corporation shall have powers to to acquire and hold such property, both movable and immovable as the Corporation may deem necessary for the performance of any of its activities, and to lease, sell, exchange or otherwise transfer any property held by it on such conditions as may be deemed proper by the corporation; to purchase by agreement or to take on lease or under any form of tenancy any land, to erect such buildings and to execute such other works as may be necessary for the purpose of carrying out its duties and functions.
It is pertinent to mention here that establishment of Jammu & Kashmir Industrial Development Corporation (J&KIDC) was ordered by the Government of India to take over the industrial estates, including their land and asset development and management in the Union territory of Jammu and Kashmir.
The Industrial Development Corporation is being designed as the central agency for the acquisition of lands and other assets for industrial and other types of development in Jammu & Kashmir.
