H&ME reconstitutes DC to tackle absenteeism, overstay of docs

Srinagar, June 10: To tackle the issue of unauthorized absences and overstays among doctors and officials, the Health & Medical Education (H&ME) Department has issued an order to reconstitute a Departmental Committee.
The committee, as per the order, will be responsible for examining cases related to unauthorized absences, overstays, and other similar matters.
According to the H&ME Department, the committee’s primary focus will be on cases of doctors or any officer/official from subordinate offices who have been absent without authorization or have overstayed their leave or deputation periods. The committee will thoroughly investigate such cases and take appropriate action.
The reconstituted committee will consist of key members from the H&ME Department. The Director of Finance, H&ME Department, will serve as the Chairman, while the Additional Secretary to the Government, H&ME Department, dealing with the Health Gazetted Section, and the Additional Secretary to the Government, H&ME Department, handling the HRM Section, will serve as members.
Additionally, the Additional Secretary (Law), H&ME Department, and the Deputy Secretary to the Government, H&ME Department, dealing with the Health Gazetted Section, will also be members of the committee. The Deputy Secretary will assume the role of the Member Secretary.
The committee has been directed to follow a specific schedule for conducting meetings and deliberations. The Member Secretary of the committee, as per the order, is required to obtain detailed information on the cases from the respective Heads of Departments (HoDs) by or before the 7th of every month.
Subsequently, the cases will be presented to the designated committee on the 15th of every month for discussion and recommendations.
“The committee is expected to submit its recommendations to the authorities before the 20th of every month. The concerned section will then address these recommendations before the end of the same month,” stated the H&ME Department.
