JKGLTF seeks review of ATD-2023 of Teacher Transfer provisional list

JAMMU, June 23: President Neeraj Sharma of the Jammu and Kashmir General Line Teachers Forum (JKGLTF) has submitted a detailed memorandum to the Directorate of School Education, Jammu, addressing several issues related to the recently released provisional list of Teachers and Masters under the ATD-2023.
In the memorandum, President Sharma expressed both appreciation and disappointment regarding the ATD-2023 initiative. He has highlighted several areas of concern that have caused dismay among teachers.
“One major point of contention is the apparent deviation from the established criteria for teacher transfers. The School Education Department had outlined a clear requirement that teachers who had completed a mature stay of three years should apply for transfers and would be considered accordingly. However, it appears that a significant number of teachers, constituting approximately 70 percent of the workforce, were not considered for transfers, thereby violating the norms set by the department,” reads the representation, adding that the lack of transparency and fairness in the selection process has raised concerns among teachers.
Sharma also emphasized the plight of teachers who had expressed their willingness to serve in the same zone on a reshuffling basis, despite having several years of service experience. These teachers were not given due weightage in the provisional transfer list, causing frustration and despair among them, he said and urged the authorities to consider these teachers on an urgent basis.
Another issue raised by President Sharma is the improper zoning of areas for teacher transfers in the Jammu district. Areas that fall within the municipal limits and should belong to Zone 1 have been incorrectly placed in Zone 3, leading to a significant injustice for teachers in hard zone areas with difficult topography.
The memorandum further highlighted the neglect of teachers in the promotion list, who were not considered for transfers. He also voiced concerns over favoritism and influence, noting that a large number of teachers who have been working in Zone 1 for over eight years were not considered for transfers.
In terms of security, President Sharma expressed dissatisfaction with the current approach to transfers based on security threats such as domestic violence, criminal threats and militant threats.
