NPP for incorporation of 73rd Amendment provisions to empower Panchayats

JAMMU, Dec 19: National Panthers Party (NPP) today demanded incorporation provisions of 73rd amendments to empower Panchayats.
NPP Chairman and Member Legislative Assembly (MLA) Harshdev Singh in a statement issued here today flayed NC-Cong coalition for delayed approach in ensuring empowerment of Panchayats and in incorporating the provisions of Amendment Act in the J&K Panchayati Raj Act.
“Despite a lapse of more than two and a half years from the date of constitution of Panchayats, no action had been taken to complete the three tier system of Panchayats”, Singh said.
He urged for early steps for implementing the provisions of 73rd sought early constitution of Block Development Councils (BDCs) and District Planning and Development Boards (DPDBs).
Singh, however, castigated the Government for its failure to release the honorarium of elected Sarpanchs and Panchs despite its clearance by the Assembly and inspite of budgetary provision having been made for the same.
He urged for early release of honorarium in favour of Sarpanchs and Panchs and Panchayati Adalats.
Expressing concern over the functioning of the Rural Development Deptartment, Harsh Dev Singh urged for ensuring proper co-ordination between elected Panchayats, VLWs, BDOs and various other functionaries of the department.
Singh further expressed concern over acute shortage of VLWs, inspectors and Engineers in the RDD and called for equitable distribution of recently created 1035 posts of VLWs between the two regions of the State.
He alleged large scale omissions and commission in the working of MGNREGA in the State. He said despite thousands of crores of rupees being spent each year under the said GoI flagship programme, the physical activity on the ground was negligible. He sought a high level probe into all spending and expenditure incurred under MGNREGA during the last three years.
