LEH, Aug 18: The Lieutenant Governor of Ladakh, Brigadier (Dr) BD Mishra (Retd) held a meeting with the Departmental Secretaries and Head of Departments (HoDs) at Raj Niwas to review the progress of the ongoing works along with issues faced by their respective departments.
The LG discussed several issues in the meeting, viz. the demand for regularisation along with the enhancement of salaries of Physical Education Teachers (PETs) engaged Rehbar-e-Khel scheme; the demand raised by Self-Help Group (SHG) of Engineers for the continuation of the scheme; the expenditure incurred on the training of girls from Ladakh who are undergoing training in polo and horse riding from the President’s Bodyguard; the preparation for sending cultural troupes from Ladakh to different states and UTs to celebrate UT Ladakh Foundation Day on a grand scale; the mine blast incident at Lukung in which one BRO jawan died and another was injured; the salary being paid to Ladakh Police constables during the training period; the progress on 4G saturation by BSNL under USOF in uncovered villages of Ladakh; the allocation of reserved medical seats for ST candidates from Leh and Kargil in Medical Colleges in J&K; the availability of drinking water and wayside amenities on tourist routes; the progress on preparation of map of revenue maps resulting from the rationalisation of boundaries of Wildlife Sanctuaries in Ladakh; the establishment of Services Selection Board in Ladakh at the earliest; the school-to-school attachment of teachers; the business plan of Van Dhan Vikas Kendras in Ladakh; the reservation of seats for engineering students from Ladakh; the upcoming inspection by the National Testing Agency (NTA) team for the creation of examination centres in Ladakh; the road leading to the Sindhu Central University at Khaltse; the Sports Incentive Policy for sportspersons from Ladakh; the distribution of zero-carbon emission tents/shelters for pashmina goats to reduce the mortality rate of kids of pashmina goats; the rescue of the 55 pashmina goats at Pang; the recruitment of police personnel in Ladakh Police; the revised Homestay Policy; the complaint raised by migrant labourers from Dumka in Jharkhand; the alleged corrupt practices used in engagement of migrant labourers in BRO projects; the establishment of State Election Commission in Ladakh; the operation of civilians flights at Thoise Airport and extension of Kargil Airport; the implementation of Back to Villages programme and the clearance/disposal of garbage, etc.
The LG also discussed agenda points of topmost priority, including the commencement of the Medical College with 50 beds in Ladakh; the commencement of the Engineering College at Kargil; the full-fledged function of Government Degree College at Sankoo with adequate staff, etc. He also highlighted the need to release the salaries of outsourced staff on time for their ease and convenience. He also gave approval for the notification of tourist areas in Ladakh.
Director, Finance, Dr Safdar Ali, gave a detailed presentation on the Central Committee Report for examining the proposals for manpower outsourcing (New and Ongoing), including the proposals examined by the committee of the 13 departments, the new proposals along with extensions, parameters, basis o remunerations, comparison of rates and justification of hiring, budget availability, etc. He also gave a detailed presentation on all the observations made for the grant of deputation allowance and additional HRA to employees deputed from UT of J&K.
The HLG directed to carry out the grant of deputation allowance and additional HRA prospectively.
There was also a detailed discussion on engaging new outsourced staff for different departments through Sindhu Infrastructure Development Corporation (SIDCO) Limited instead of engaging them through vendors.
Advisor to LG, Dr Pawan Kotwal, Principal Secretary, Sajiv Khirwar, Commissioner Secretary, Ajeet Kumar Sahu, Commissioner Secretary, Padma Angmo, Commissioner Secretary, Mehboob Ali Khan, Secretary, Amit Sharma, Secretary to LG, Ravinder Kumar, Secretary, Yetindra Maralkar, IAS; DIG Ladakh Police, Shaikh Junaid, other Head of Departments (HODs) and government officials were present in the meeting.
