LD Hospital expansion halted

Construction of a 200-bed block at Lal Ded Maternity Hospital in Kashmir, funded by the World Bank, has been stalled for four years due to a design change. Officials are awaiting approval from the Jhelum and Tawi Flood Recovery Project (JTFRP) to issue a new tender. The oversight regarding flood considerations in the initial Detailed Project Report (DPR) for the hospital’s expansion, especially given the 2014 flooding in Kashmir, is a matter of concern and warrants a thorough investigation to determine accountability. Design flaws and changes that emerge after significant foundation work has been completed reflect a lack of proper planning and project management. When international tenders are involved and awarded to firms from abroad, it’s crucial to maintain high standards of professionalism and efficiency to set a positive precedent for future international projects. Such issues can deter international players from participating in similar tenders in the future, as they may be concerned about delays and complications that could arise during the project’s execution. The Lal Ded Maternity Hospital is facing a crisis with multiple expectant mothers sharing beds, which is far from ideal.
